Administration Department - Recycling Reimbursement Program
Purpose:
In an effort to reduce the cost of recycling collection services for seniors, the Village of Gurnee has implemented a Recycling Fee Reimbursement Program. Seniors who qualify for this program will be eligible to receive an annual rebate from the Village to cover the costs of the current year's recycling collection fees.
Eligibility:
In order to be eligible for this program, residents must be enrolled in the State of Illinois Senior Citizens Assessment Freeze Homestead Exemption Program, based upon the current tax year, as obtained from Lake County. To qualify for this program, residents must:
- Be 65 years or older
- Have a maximum household income of $55,000. (Household income includes the income of all persons using the property as their principal dwelling place on January 1 of the tax year.)
- Fulfill the property residency requirement as explained on the Senior Citizens Assessment Freeze Homestead Exemption application. Must be a participant in the current tax year's Assessment Freeze Homestead Exemption Program.
- Be able to show proof of participation in the Village's Curbside Refuse & Recycling Program.
Note: The Senior Citizens Assessment Freeze Homestead Exemption Program must be renewed annually through the Chief County Assessment Office. First time applicants can pick up an application at the Chief County Assessment Office or the Warren Township Assessor's Office. The County Assessment Office will mail renewal applications to all taxpayers receiving the Senior Homestead Exemption each tax year.
Reimbursement:
In order to receive reimbursement for curbside refuse & recycling collection fees, residents must first fill out a Village of Gurnee Refuse & Recycling Reimbursement Form (available at the Village Hall or for downloading here) and present the form and the items listed below at the Village Hall.
Senior Recycling Reimbursement Checklist:
- Are you enrolled in the Illinois Senior Citizen Assessment Freeze Homestead Exemption Program for the 2008 tax year?
- Do you have copies of your Waste Management bills from 2009 showing the recycling charge? The service address must match the address on the current tax year Senior Citizens Assessment Freeze Homestead Exemption Program Application, as obtained from Lake County.
- Do you have proof of payment for those bills (copy of bank statement/cancelled check/credit card statement/cashiers check receipt/stamped paid receipt)?
- Do you have a valid Driver's License or other valid form of picture identification? The ID must match the name of the person on the Waste Management bill applying for reimbursement.
- Do you have your Real Estate Parcel Identification Number (P.I.N.)? This number is listed on your tax bill.
Please Note: In order to participate in the program, all of the above items must be satisfied.
Reimbursement forms will be made available to the public beginning October 1st of each year and must be returned by November 30th. No reimbursement forms will be made available or be accepted after November 30th. Once approved, all recycling fee reimbursements will be remitted by the Village in the form of a check and mailed to participating residents prior to the end of the calendar year.
