There are colored flags/spray paint around my home. What do these mean?

Colored flags and/or spray paint are used by J.U.L.I.E. to indicate underground utilities. J.U.L.I.E. is an acronym for Joint Utility Locating Information for Excavators. Anytime you dig, you must call J.U.L.I.E. to have the utilities located to avoid not only potential injuries or death, but also to avoid costly repairs to utility lines. Please be aware that it is a law in Illinois to have the utilities located before digging. This company does not charge for this service, and they may be reached by calling 1-800-892-0123, 24 hours a day, 7 days a week. Please allow a 48-hour notice. When each responsible utility company comes out to mark their lines, they are color-coded as follows:

    • High Visibility Yellow: Gas, Oil, or Petroleum
    • Fire Protection Red: Electric
    • Alert Orange: Communication, Telephone, TV
    • Precaution Blue: Potable Water
    • Safety Green: Sewer
    • Safety Purple: Reclaimed Water
    • Safety White: Proposed Area of Excavation

How do I know if I'm in incorporated or unincorporated Gurnee?

If you have a five-digit address (i.e. 34782 Somewhere Lane), you are in unincorporated Lake County, even though you have a Gurnee mailing address. What this means for you is that the Village of Gurnee does not have jurisdiction over you. The Lake County Building and Zoning Department has the responsibility for issuance of building permits and inspections. For more information, please contact the Lake County Building and Zoning Department at (847) 360-6330.
