ZONING ORDINANCE - 7.0 PUBLIC LAND DISTRICT

 

 

7.0 - PURPOSE

 

 

Public Land District regulations govern the location, intensity,
and method of development of most publicly owned or publicly
maintained land within the Village of Gurnee. Public land uses have
been grouped into one (1) zoning classification:



P Public Land District


 

 

7.1 - P PUBLIC LAND DISTRICT

 

 

7.1.1 - DESCRIPTION OF
DISTRICT

 

 

The P Public Land District is intended to provide for the
zoning and common classification of most publicly owned land
within the Village of Gurnee. Public land may be zoned within this
district or may be allowed within other districts established in
this Ordinance depending upon specified use regulations. No
privately owned property or structures are allowed within the P,
Public Land District.


 

 

7.1.2 - PERMITTED USES

 

 

Permitted uses of land or buildings, as hereinafter enumerated,
shall be permitted in the P Public Land District only in
accordance with conditions specified. Only those uses specifically
listed hereunder shall be considered permitted uses, and no
building or lot shall be devoted to any use other than a use
permitted hereunder, with the exception of: a) uses lawfully
established prior to the effective date of this Ordinance, or b)
special uses in compliance with the provisions of Section 7.1.3.
The following uses, itemized under "Major Category Groupings,"
constitute the only permitted uses in the P-1, Public Land
District:



1. - PUBLIC, EDUCATION, AND UTILITY USES

a. - Public Bus Maintenance Shops.

b. - Public Bus Passengers' Stations.

c. - Public Bus Terminals, Turnarounds and Lots.

d. - Public Colleges, Universities and Junior Colleges.

e. - Public Conservatories.

f. - Public Dormitories and housing accommodations and facilities
necessary to the operation of a college or university.

g. - Public Elementary Schools; non-boarding.

h. - Public Fire Stations.

i. - Public Forest Preserves.

j. - Public Garages or Parking Lots.

k. - Public Golf Courses; non-illuminated.

l. - Public High Schools; non-boarding.

m. - Public Libraries.

n. - Public Museums.

o. - Public Office Buildings.

p. - Public Parks and Playgrounds.

q. - Public Police Stations.

r. - Public Railroad Passengers' Stations.



2. - RECREATION AND SOCIAL FACILITIES

a. - Public Athletic Fields.

b. - Public Camps; day or youth.

c. - Public Camps; military.

d. - Public Stadia, Auditoriums or Arenas.



*3. MISCELLANEOUS USES

a. Personal Wireless Service Facilities including an antenna or
equivalent apparatus mounted on an existing building or structure
as a permitted use subject to the provisions of Section 8.14 of
this Ordinance.

7.1.3 - SPECIAL USES

 

 

Special uses, as hereinafter listed, may be allowed subject to
the issuance of special use permits in accordance with the
provisions of Article 13. The following uses, itemized under
"Major Category Groupings," constitute the only special uses in
the P zoning district.



1. - PUBLIC, EDUCATION, AND UTILITY USES

a. - Public Airports and Heliports.

b. - Public Animal Shelters, Pounds and Kennels.

c. - Public Business Colleges and Commercial Schools.

d. - Public Electric Substations, Gas Regulator Stations and
Telephone Exchanges.

e. - Public Elementary Schools; boarding.

f. - Public Fairgrounds and Exhibition Grounds.

g. - Public Geriatric Centers and Institutions for the Care of the
Aged.

h. - Public Golf Courses; illuminated.

i. - Public High Schools; boarding.

j. - Public Highway Maintenance Shops and Yards.

k. - Public Hospitals and Sanitariums; including institutions for
the care or treatment of insane, feeble-minded, retarded,
alcoholic, or drug addict patients.

l. - Public Mental Health Clinics.

m. - Public Penal and Correctional Institutions.

n. - Public Power Plants.

o. - Public Pumping Stations, Water Towers, Water Works, or
Wells.

p. - Public Radar Installations and Towers.

q. - Public Sanitary Landfills.

r. - Public Telephone Transmission Equipment Buildings and
Micro-Wave Relay Towers.

s. - Public Trade Schools.

t. - Public Utility Service Yards or Garages.

u. - Public Vocational Schools.



2. - RECREATION AND SOCIAL FACILITIES

a. - Public Zoos.



3. - MISCELLANEOUS USES

a. - Publicly owned property and structures used for public
purposes.

*b. Personal Wireless Service Facilities including an antenna or
equivalent apparatus mounted on an existing building or structure
as a special use subject to the provisions of Section 8.14 of the
Ordinance.

*c. Personal Wireless Service Facilities including an antenna or
equivalent apparatus mounted on a building or structure that is
not an existing building or structure as a special use subject to
the provisions of Section 8.14 of this Ordinance.

4. - SIMILAR AND COMPATIBLE USES to those allowed as "permitted
uses" in this district. Determination of "similar and compatible"
shall be made in accordance with Article 13, Section 13.7.2.


 

 

7.1.4 - ACCESSORY USES AND TEMPORARY
USES

 

 

Uses accessory and incidental to the operation of an approved
use listed heretofore, shall be allowed in the P zoning district
only if in compliance with Article 8, Section 8.5.



Temporary uses of property may be allowed in the P zoning district
only if in compliance with Article 8, Section 8.6.


 

 

7.1.5 - SITE AND STRUCTURE PROVISIONS

 

 

Each permitted or special use lawfully established in the P
zoning district shall meet the requirements specified in the
schedule in Section 7.1.5.1. Unless
otherwise indicated, where a major category is named, it shall be
deemed to include all uses itemized thereunder in Sections 7.1.2
and 7.1.3.


 

 

7.1.6 - OTHER PROVISIONS

 

 

1. - PARKING AND LOADING REQUIREMENTS



- All uses shall conform to the applicable requirements for
Off-Street Parking and Loading set forth in Article 10.



2. - SIGN REQUIREMENTS



- All uses shall conform to the applicable requirements for signs
set forth in Article 11.



3. - TRUCKS



- The parking of trucks, accessory to a permitted public use, when
used in the operation of said permitted use listed in the P
district, shall be limited to vehicles of not over one and
one-half (1 1/2) tons capacity when located within one hundred
fifty (150) feet of a residence district boundary line or stored,
parked, or otherwise confined to the premises over night.



4. - SEWER AND WATER



- All uses requiring sanitary facilities shall be served by a
municipal sewer and water system, a private community sewer and
water system, or a private individual water supply system subject
to the approval of the Lake County Health Department. Public
buildings in the P district may be served by an individual sewage
disposal system only if each building is situated on a lot of at
least 40,000 square feet and provided that the system be approved
by the Lake County Health Department.
