Economic Development Committee Minutes
March 15, 2012


The meeting was held in Conference Room A, Gurnee Village Hall, 325 N. O’Plaine Road and called to order at 6:05 P.M.

Members Present:    Trustee Stephen Park, Randy Ebertowski, Rob Elbrecht, Tom Henderson,  Roneida Martin, Karen Thorstenson, Dick Welton

Members Absent:    Bill Finn, Brad Jenks

Other Officials Present:    David Ziegler, Community Development Director

1.    Approval of the February 16, 2012 Meeting Minutes
Ms. Thorstenson made a motion, seconded by Mr. Elbrecht, to approve the February 16, 2012 meeting minutes.  

All voted ‘aye’.  Motion carried.

2.    Education Item:  Lake County Partners
Mr. Bill Whitmer, Vice President of Lake County Partners gave a presentation on the capabilities and performance of Lake County Partners. Highlights of the presentation are as follows:

  • Mission of Lake County Partners (LCP):
    • Business Growth
    • Capital Investment
    • Job Creation
  • Lake County Partners is a public-private venture comprised of about 50% of the municipalities in Lake County along with a variety of Lake County businesses.
  • IL Department of Economic Opportunities and PACE are co-located in their office.
  • In 2011, LCP accomplished the following:
    • Initiated 80 business attraction/retention projects
    • Landed 12 new businesses in Lake County
    • Created 800 new jobs, and
    • $24 Million in capital investment
  • LCP performs Business Retention calls on existing employers to gauge satisfaction, trends and needs of the business community – a comment was made by the Committee that maybe the Village could “piggy back” onto LCP’s program instead of re-inventing.
  • LCP performs Business Attraction/Site Selection Review for prospective companies that have identified Lake County as a potential candidate. LCP works closely with the real estate community to identify needs of prospective businesses.
  • Programs available through LCP include:
    • o    Real Estate Tax relief
    • o    Issuance of Industrial Revenue Bonds
    • o    Issuance of Disaster Mitigation Bonds
  • LCP will soon be out for Request for Proposals (RFP) to secure a consultant to create a Comprehensive Economic Development Strategy.
  • LCP has recently hired a new Executive Director, Mr. Michael Stevens, formerly Economic Development Director for the City of Columbus, Ohio.

3.    Education Item:  Workforce and Professional Development Institute (WDPI)
Committee member Ms. Roneida Martin provided an overview of the services provided at the College of Lake County’s WDPI. In summary:

  • WDPI has six components:
    • Judicial Services
    • Client Solutions
    • Continuing Professional Development
    • Center for Personal Enrichment
    • Procurement Technical Assistance Center (PTAC), and
    • Small Business Development Center (SBDC)
  • WDPI serves Businesses, Professionals and the Community by delivering Training, Consulting, and Cutting-Edge Classes.
  • The SBDC has a staff of 4, utilizes 20+ counselors, has connections with 20+ banks and last year provided over $2 million in small business loans to local small businesses.
  • The PTAC provides counseling to businesses that wish to sell to public sector agencies.

4.    Old Business:  Discussion of the List of the Village of Gurnee’s Strengths, Weaknesses, Opportunities and Threats.
Based upon limited time available, this item was tabled until the April meeting.

No formal action was taken.

5.    New Business: Discussion of Municipal Websites
This item was tabled until the April meeting; however, Mr. Ziegler proposed that the members of the Committee spend a bit of time looking at Gurnee’s website and what the Village has accomplished on the Economic Development portion.

No formal action was taken.

6.    Adjournment
Trustee Park asked for motion to adjourn.

Mr. Welton made a motion, seconded by Mr. Elbrecht, to adjourn the meeting.

All voted ‘aye’.  Motion carried.
