The Village is in the process of refinancing our 1986 Water and Sewer Revenue Bonds in order to take advantage of favorable interest rates in the marketplace. We are working with Speer Financial, the Village's financial consultant, and Chapman and Cutler, our bond counsel, in securing competitive bids that are to be opened on April 12, 1993.
The Village anticipates approximately $130,000 in present value savings on the refunded bonds. This savings will be a net amount, over and above the cost of refunding the bonds.
A typical savings benchmark used to justify bond refinancing would be 2% of the outstanding bonds refunded. With this refinancing, a savings of approximately 4-6% is projected.
These bonds, with a current outstanding balance of $2,210,000, are the only debt involved with the Village's water and sewer system. They were issued in 1986 to help finance the 3 million gallon elevated storage tank on Northwestern Avenue and a pump station, on Fuller Road, designed to assure correct water pressures in our system.
Vehicle stickers for 1993-94 are due May 1. Stickers are available at the Village Hall. For HeatherRidge residents, stickers may be purchased at the HeatherRidge Security Office. The cost remains unchanged:
$4.00 for a passenger car
$6.00 for a truck/R.V. ² 8,000 lbs.
$12.00 for a truck/ R.V. > 8,000 lbs.
$3.00 for a motorcycle
Senior citizens and handicapped persons may purchase one sticker for $1.00. Additional stickers are the regular rate. Stickers purchased after June 30 are subject to a $2.00 late fee.
Failure to display a vehicle sticker by May 1 may result in a $10.00 fine.
An application form is included with this issue for your convenience. The form can be used for one or two vehicles. Please complete and bring this form with when you pick up your sticker(s).
You may also apply for stickers by mail. To renew by mail, please return the completed application with a check for the correct amount and a self-addressed, stamped envelope. The Village cannot send stickers by mail if you do not include a self- addressed, stamped envelope. Thank you for your cooperation.
Each year the Village conducts a progressive street repair program. Work is done to improve the condition of the Village's streets on an as needed basis. Funding is provided by Motor Fuel Tax which is distributed to municipalities on a per capita basis. A great deal of planning goes into the program, which is awarded to a contractor based on competitive bids.
The Engineering Department reviews the condition of Village streets each fall and winter. If your street is not listed below and you feel repair or reconstruction is warranted, please feel free to write or call.

Construction of 2,600 square foot addition is nearly complete at the Police Station. Ceilings are finished and painting and flooring are under way in both the addition and the former Village Hall.
Work in the existing Police Station still remains. Expansion of washrooms and locker rooms will be tackled in the final phase. The department plans to conduct an open house of the refurbished facility in conjunction with this year's Gurnee Days.
Financing for the project comes from interest earned on funds from the water system improvements for CLCJAWA and Village Hall projects. The addition is elevated above the 100 year floodplain and is not susceptible to water damage. The station was originally constructed in 1978.
As spring arrives, you may be planning a block party. They are a great way to get to know or keep in touch with neighbors. Please remember to get a permit from the Village beforehand. To apply simply drop off or send a letter to the Building & Zoning Department, Attn: Block Party, 325 North O'Plaine Road. There is no charge for the permit.
In your letter, please include the following information: date, time, location, where the street will be blocked, whether or not barricades are needed, and the name, address and phone number of the contact person. In turn, the Village will check to ensure no safety hazards will be created and will notify the Police and Fire Departments.
Please submit all the required information at least one week prior to the date of the party. Your cooperation will help ensure that everything goes smoothly.
Clean Up Days afford residents the opportunity to dispose of bulky or unusual items in order to help with spring cleaning. Two days have been designated, one for the northern half of the Village, and one for the southern half. Please note the date for your area
Please be sure to have your items out at the curb by 6:00 a.m. Items such as furniture, appliances, small car parts, carpeting remnants, and other large items will be collected. Please remember: yard waste, brush, branches, construction materials, motor oil, paints, and stain will not be accepted.
From 6:00 a.m. to 7:00 p.m. on April 20, the polls will be open in Gurnee. The Village Board is made up of six Trustees and the Village President (Mayor). The Village President, Village Clerk and three Village Trustee positions are involved in the April 20 election.
For Mayor, two candidates have filed and will appear on the ballot: Richard A. Welton and Meg Skalla. For Clerk Norman C. Balliet is unopposed.
For trustee, five candidates have filed and will appear on the ballot: Jerry E. Smith, Ken Hellstern, Verna Rocheleau, David R. O'Brien, and Cynthia Weir. Positions are four-year terms staggered every two years. The Village strongly encourages your participation in the electoral process.
Spring often brings thoughts of home improvement projects. Many projects undertaken by a homeowner may require a building permit.
Permits are needed for decks, porches, fences, pools, sheds, garages, roofs, underground lawn sprinklers, furnaces, air-conditioners and other projects. Applications are available from the Building Department at the Village Hall. In addition to a copy of plans, a copy of your plat of survey may be needed.
Applications are reviewed for structural requirements, building code compliance, and proper setbacks from property lines. A little planning up front can save a lot of time and trouble later.

Looking for a summer job? The Village has opportunities for summer positions.
Public Works Summer Laborer. Duties include road construction, patching, mowing, and other outdoor activity. Apply in person at the Public Works Garage, 1151 Kilbourne Road. You must 18 years of age to apply.
Engineering Summer Intern. The Village's Engineering department has an opportunity for an individual to gain experience working with Geographic Information System technology. Position will involve working with a base map for utilities mapping. An applicant should have some drafting and CAD experience. An excellent opportunity for a college student home for the summer. Preparedness is key to your safety in severe weather. A Tornado Watch means conditions are right for tornados; be alert and watch local conditions. A Tornado Warning means a tornado has been sighted and you should take protective measures. If there is advance warning time, the alert sirens will be used. The warning for a tornado is a solid wail of the sirens.
If weather conditions are severe and you hear the siren, do not call the police and fire departments for information. These lines must be kept open for emergencies. Instead seek shelter and tune your radio to WKRS 1220 AM or WXLC 102.3 FM for further information.
During a Tornado Warning seek shelter in a basement or, if none is available, go to the middle of the house, away from glass and breakable items. Keep a flashlight and radio with you and tune to a local station for information.
If you sight a tornado, call 9-1-1 and be prepared to head for cover immediately. During inclement weather please do not call 9-1-1 for information. Storms that produce tornados are strong and create a heavy work load for emergency services.
The Census Bureau has completed field work for the Special Census mentioned in the last "Keeping Posted." At this point all residents should have been contacted. If you feel your family was overlooked, forms are available at the Village Hall to inform the Census.
Michael Langer has graduated from the Illinois State Police Academy and is now training with a veteran officer. Michael holds a Bachelor of Science from Illinois State University.
Sandy Hodges has joined the records staff at the Police Department. Sandy attended University of Nevada, Las Vegas and served in the Air Force. She recently moved to the area with her son and husband, Randy.
