GURNEE, IL – The Village of Gurnee will hold a public hearing to seek comment on the advisability of issuing a request for proposal and awarding a franchise for commercial and multi-family refuse and recycling collection on Monday, September 9th, 2013 at 7:00 p.m. in the Council Chambers at Village Hall (325 N. O’Plaine Road). Staff from the Village and the Solid Waste Agency of Lake County (SWALCO) will first give a brief presentation on the process of issuing such a request for proposals and then the Village Board will accept public comments. All members of the public are invited to attend.
Commercial refuse and recycling franchises work by aggregating all commercial waste hauling accounts under a single contract negotiated by the Village. Much like an electrical aggregation program, a commercial franchise often results in cost savings for participating businesses due to the economy of scale and may lead to expanded recycling opportunities for the business community. Recent franchises initiated in the Cities of Highland Park and Highwood have resulted in 82% of businesses in Highland Park and 100% of businesses in Highwood realizing cost savings on refuse and recycling collection service. Further, these franchises also provided access to recycling services to each business in these communities at little or no additional cost.
“Both Highland Park and Highwood have commercial franchises, and the local businesses have benefited from lower prices and greater access to recycling services. In Highland Park over 70% of the local businesses now recycle; prior to the franchise, only about 35% were recycling. In Highwood, when the contract was put out for bid last year, every business in the City saw a reduction in their rates and was offered recycling service for the first time as part of the contract,” said Walter Willis, Executive Director of SWALCO.
