In May 2013, the Village, in partnership with the Solid Waste Agency of Lake County (SWALCO), began a formal inquiry into considering the creation of a commercial waste hauling franchise. Much like an electrical aggregation program, a commercial franchise combines all commercial waste and recycling hauling accounts under a single contract awarded by the Village to an individual hauler following a competitive bidding process. The primary benefit of such a program is that the economy of scale involved can drastically lower prices and increase access to recycling for all businesses while also reducing the number of trucks on the roads and thereby also decreasing emissions and wear and tears on local streets.
As part of this inquiry, the Village surveyed all local businesses on the current types of hauling services they have as well as the associated costs. Once all information was collected, each survey type was separated and the costs reported were averaged to produce a final average cost. Based on the results, the Village found that businesses were paying significantly higher costs than those in franchised communities and decided to pursue the issuance of a request for proposals (RFP).
After receiving all proposals in response to the RFP document, the Village selected the lowest price proposal from Waste Management, which the Village Board formally approved on Monday, April 7th, 2014. In addition to lower refuse and recycling rates for the vast majority of businesses, some other benefits of the franchise include the following:
Uniform rates based solely on container size and frequency of collection with no additional surcharges or fees.
Stable and predictable price increases on an annual basis.
Free weekly service on any recycling container up to 4 cubic yards in size.
Optional, low cost access to organics (food scraps and landscape waste) collection charged on an as-needed basis.
Reduced truck traffic due to increased routing efficiency.
All businesses, except home-based businesses, will receive service under the terms of this franchise.
