New Businesses in the Village
1. News: Village Modifies Utility Billing Rates and Structure
Beginning on October 1st, the Village restructured water and sewer billing rates and frequencies. Under this system, residents and businesses pay a base fee for water and sewer service per bill and then pay for any usage instead of the Village charging a minimum usage bill. Base fees depend on the water meter size of the respective customer. The modified combined water and sewer rates for all users is $4.97 per 1,000 gallons, an 8% increase.
The Village also transitioned from a quarterly to a bimonthly billing cycle where residents and businesses are billed six times a year instead of receiving invoices four times a year. To accomodate this change, the Village has combined the previous three cycles into two and this will impact how bills are determined and sent through the end of the calendar year. Please note that all fees will be appropriately prorated during this transition period to ensure that you are not paying more than required under either the old or restructured utility billing systems.

2. News: Village Board Approves Creation of an Economic Development Committee
At its October 3rd regular meeting, the Village Board approved the creation of an advisory Economic Development Committee. The Committee will have nine members tasked with the development of an economic development strategy for the Village over the next two years. Trustee Stephen Park will chair the Committee, which will include members from the Village's business community. Appointments to the Committee are expected to be made at the Monday, October 17th regular Village Board meeting.

3. Village of Gurnee Chamber of Commerce October Events
The Village of Gurnee Chamber of Commerce will hold a Membership Meeting on Wednesday, October 19th from 8:00 a.m. to 9:30 a.m. at Bakers Square (6340 Grand). Sue Oldenburg, local business owner and Chamber member, will be presenting on how to create an effective business plan. Costs will be $10 for members and $15 for non-members. 4. Local Resources: Annual Village of Gurnee Dining Guide
For local restaurants and other eateries in the Village, a new annual Village of Gurnee Dining Guide is being developed this year. This informative, full color publication is set to publish in January 2012 and will be mailed to over 12,000 local residents as well as distributed to local hotels, resorts and other attractions. 5. "Gurnee's Got It" 2011 ends October 15; Finale to be held Wednesday, October 26th
The 2011 "Gurnee's Got It!" Campaign launched Wednesday, June 15th and continues through Saturday, October 15th. Coupons are now available on the website as well as sweepstakes entries. As with the 2010 campaign, everyone is invited to visit the "Gurnee's Got It!" website , download any and all coupons you would like and redeem them at local businesses! You can also enter this year's sweepstakes for one of three free one-year car leases from Michael Fohrman's Gurnee Dodge Chrysler Jeep or a number of other prizes.
The grand finale event for the 2011 campaign will be held Wednesday, October 26th from 5 p.m. to 7 p.m. at Michael Fohrman's Gurnee Dodge Chrysler Jeep (7255 Grand). Come out and enjoy the evening with music and prize giveaways. Details will be available on the "Gurnee's Got It!" website.

6. General Updates from the Village
During September, the Village continued preparations for the utility billing transition. Members of the Finance, Public Information and Information Systems divisions and the Public Works Department met to discuss technology updates before the transition. Over the next few months, the Village will keep residents and businesses advised of forthcoming changes regarding utility billing.
Also in September, the Information Systems Division, Community Development Department and Public Works Department continued work on a software upgrade to help increase efficiencies in the building permit and service order processes. This efficiencies will result in faster complaint resolution and permit turnaround for residents and businesses. Four final companies were interviewed and had their software tested by Village staff.
During September, the Village received word that it had again earned a Governmental Finance Officers Association (GFOA) Distinguished Budget Award for its FY 2011/2012 Budget . This award recognizes the Village budget's conformance to the GFOA's policy and communications standards for such documents. This was the seventh year that the Village has received the award.
The Gurnee Fire Department also received a Life Safety Achievement Award for the year 2010 from the Residential Fire Safety Institute (RFSI) . The Fire Department qualified for this award because it recorded zero fire deaths in structures in 2010. In addition, the Department was able to demonstrate the existence of an active and effective fire prevention program and a clear commitment to reducing the number of fires in the homes in their community.
