GURNEE, IL – The Village of Gurnee will hold a public hearing to seek comment on the advisability of awarding a franchise contract for commercial refuse and recycling collection to Waste Management of Illinois on Monday, April 7th, 2014 at 7:00 p.m. in the Council Chambers at Village Hall (325 N. O’Plaine Road). Staff from the Village and the Solid Waste Agency of Lake County (SWALCO) will make a brief presentation on the services and prices in the finalized draft agreement. Following the presentation, public comments will be accepted by the Village Board. All members of the public are invited to attend.
Commercial refuse and recycling franchises work by aggregating commercial waste hauling accounts under a single contract negotiated by the Village. Much like an electrical aggregation program, a commercial franchise often results in cost savings for businesses due to the economy of scale and can aid in controlling costs by eliminating surcharge fees and limiting price adjustments. Further, these contracts can also increase the number of recycling and organics collection opportunities for businesses and promote sustainability by allowing for more efficient routing of trucks, which reduces emissions, excessive noise and wear and tear on local streets.
Based on a survey conducted by the Village, Gurnee businesses will realize a significant savings on a number of common services such as weekly collections of a 96 gallon toter (a 70.6% decrease from the average monthly cost paid by Gurnee businesses from $57.91 to $17.00) and two cubic yard containers (a 64.5% decrease from the average monthly cost of $98.71 to $35.00). All businesses will also have the option to receive weekly service on all recycling containers up to one four cubic yard container for free and access to an optional organics collection service.
Village staff worked with SWALCO and a stakeholder group to develop the Request for Proposals (RFP) for the proposed commercial franchise and to review the bids.
“This contract is a win-win for businesses and the Village. Businesses receive reduced costs and expanded service options while the Village can enhance the local quality of life by reducing vehicle traffic on our roads and promote sustainability efforts through the free recycling and low-cost organics options included in the contract,” said Erik Jensen, Management Analyst.
