Electric Aggregation Program
In March of 2012, residents of the Village of Gurnee approved a referendum authorizing community leaders to buy electricity in bulk from a supplier other than ComEd. After a competitive bidding process, the Village selected a new provider, MC Squared Energy Services, LLC (mc2), to provide electricity supply services to residents and small businesses beginning July 2017. The frequently asked questions below provides additional information regarding the Village’s program.
What is electricity aggregation?
On August 10, 2009, Governor Quinn signed into law Public Act 096-0176, which allows governmental bodies to arrange for the provision of electricity to residential and small commercial retail customers by alternative electric suppliers (i.e. suppliers other than ComEd). Under the this law, the Village may seek bids for the provision of aggregate electricity supply services to their residents and small businesses, in hopes that the selected rate will be lower than the standard published rate offered by ComEd.
What is the electricity supply price for participating members?

The aggregation supply price is a fixed electric supply price, measured in cents per kWh. It will start at the next meter read date after ComEd processes your enrollment and continue until the meter read date in July 2018.
Who is eligible to participate?
Eligible residential requirements: All residents located in the Village of Gurnee that are currently with the existing electricity aggregation program or receiving electricity supply service from ComEd are eligible to participate. Eligible customers will be automatically enrolled unless they take action to Opt-Out.
Eligible business requirements: All small businesses located in the Village of Gurnee that are currently with the existing electricity aggregation program or receiving electricity supply service from ComEd and have annual usage of 15,000 kWh or less are eligible to participate. Eligible small businesses will be automatically enrolled unless they take action to Opt- Out.
Opt-In eligible customers: All residents and small businesses (with annual usage of 15,000 kWh or less) located in the Village of Gurnee that currently receive service under the following programs/rates are eligible to Opt-In to the Village electricity aggregation program.

- Net Metering Program
- Retail Electric Service
- New Residents
To Opt-In to the program, go to www.mc2offer.com, entering the promo code Gurnee and enter the required information. You will need to provide your account number, name, address and phone. Attachment A outlines the steps to enroll online. You can also call mc2 at 1-855-564-8130, Monday through Friday, 8 a.m. to 5 p.m. to Opt-In.
What will change on my electricity bill?
You will continue to receive a single bill from ComEd on a monthly basis. mc2 charges for electricity supply and transmission services will be included in the “Supply” portion of your ComEd bill. ComEd will continue to bill you for distribution services and taxes. Payments should still be sent to ComEd at the address provided by the utility.
Will I receive confirmation of my switch to mc2?
ComEd will mail you a confirmation letter indicating they have received notice of your switch to “MC Squared Energy Services” as your electricity supplier.
Will my electricity service be disrupted when I switch?
No, there will be no disruption in service. You will continue to receive the same electric service through the same transmission and distribution system currently operated by ComEd. The switch to mc2 is seamless.
What if my power goes out – who do I call?
ComEd is responsible for ensuring that electricity flows through its distribution network to all homes and businesses. Being a member of an electricity aggregation program does not change how ComEd responds to outages. ComEd continues to be responsible for the wires, poles, and all emergencies, including outage restoration. All service issues, including power outages, should still be reported to ComEd at 1-800-334-7661.
Is there an early termination fee?
No. However, you will be obligated to pay for services rendered under the contract until service is terminated.
What if I have already switched to an Alternative Retail Electricity Supplier (ARES)?
If you have already switched to an Alternative Retail Electricity Supplier (ARES), you can still Opt-In to the program by going to www.mc2offer.com (entering the promo code Gurnee) or by phone at 1-855-564-8130, Monday through Friday, 8 a.m. to 5 p.m. You will need to provide your account number, name, address and phone. You should check with your current provider to better understand any restrictions or policies that might apply - you may be subject to early termination fees.
Who is MC Squared Energy Services, LLC?
mc2 has been a licensed Alternative Retail Electricity Supplier (ARES) in the State of Illinois since March 2009, marketing to residential and commercial customers in Illinois. No one from the Village of Gurnee’s program will come to your door or call you to ask you to switch to a new supplier. Please be careful if anyone comes to solicit you to switch suppliers. They are not with this Village program.
