IN GENERAL

Sec. 54-1. Comprehensive plan adopted.

The Gurnee Comprehensive Land Use Plan, 1997, prepared and recommended for adoption by the Gurnee plan commission and prepared with technical assistance from Rolf C. Campbell & Associates, Inc., Lake Bluff, Illinois and on file in the office of the village clerk is adopted as, and designated, The Official Comprehensive Land Use Plan, 1997 update, of the Village of Gurnee.

ARTICLE II.
PLAN COMMISSION*

Sec. 54-31. Continuance; membership; term.

The plan commission of the village established by a previous ordinance is hereby authorized to continue. The plan commission has consisted and shall continue to be composed of seven members appointed by the president of the village board with the majority consent of the village board. The members of the plan commission shall receive an allowance for expenses and compensation for their time as may be provided for by the village board in their general salary ordinance. Members of the plan commission serving at the time of adoption of this amendment shall serve for the remaining term of their appointments or until their respective successors are appointed. All new and renewed terms of office for plan commission members shall be for two years.

Sec. 54-32. Chairman.

The village president, with the majority consent of the village board, shall, on an annual basis, designate one of the members of the plan commission as chairman of the plan commission. The chairman of the plan commission shall hold office for a period of one year at which time the village president, subject to the majority consent of the village board, may either reappoint such individual as chairman of the plan commission or designate another member of the plan commission as chairman.

Sec. 54-33. Establishment of commission.

There is hereby created a plan commission of the Village of Gurnee, as provided by the Illinois Revised Statutes, 1967.

Sec. 54-34. Members.

The commission shall consist of a chairman and six other members, who shall be appointed by the president of the village board of trustees, with the consent of the village board of trustees. The commission, with the consent of the village board of trustees, may hire such secretarial or technical help as they deem necessary to accomplish their objectives.

Sec. 54-35. Term of office.

In appointing the members of the commission, the president of the board of trustees shall designate who is to be the chairman thereof, and upon the appointment of the first members to be appointed, two shall hold office for two years and two for four years and one for six years, and thereafter the appointments made upon the expiration of the term of any member shall be made for a term of six years. Any appointment to fill a vacancy shall be made for the unexpired term of the member whom he succeeds.

Sec. 54-36. Powers and duties.

The plan commission shall have the following duties:

(a) Establish rules of procedure as necessary to the performance of its functions;

(b) Review, modify, and recommend approval or disapproval of development plans;

(c) Study and report on all proposed amendments to the zoning ordinance, review the zoning ordinance annually and suggest amendments; and

(d) Review all matters relating to subdivisions, in accordance with subdivision Ordinance No. 68-12 and all other applicable ordinances pertaining to the duties of said plan commission.
