OF THE REGULAR MEETING OF THE GURNEE VILLAGE BOARD

Meeting was called to order at 8;08
P.M. by President Welton.
Roll call, present: Leable, Johnson,
Berdahl, Glogovsky, Yost. absent: Bratzke

Yost moved, seconded by Glogovsky,
to appoint Helen Cuilla as Clerk-pro-tem. All ayes. Motion carried.
Glogovsky moved, seconded by Yost,
to approve the minutes of the regular meeting of December 20,
1976 as corrected. Correction to read: Yost requested the Board
meet Saturday, January 8th at 9:30 a.m.
Correction to read: Yost moved, seconded
by Leable, to instruct the Village Attorney to draw up ordinance
covering Mayor's salary of $3,600.00 per annum. Salary of the
Liquor Commissioner to be $1,200.00 per annum. Roll call, ayes:
Leable, Yost, Berdahl, Glogovsky, Johnson. Nays: Bratzke. Motion
carried 5 to 1.
Johnson moved, seconded by Yost, to
approve the design of the HeatherRidge elevated water tank as
presented by Al Bromann, Roll call, ayes: Yost, Glogovsky, Berdahl,
Johnson, Leable. Nays:none. Absent:
Bratzke. Motion carried.
Administrator Trigg reported the Village
has received a summons on a lawsuit involving Officer Randall
Johnson and the Village of Gurnee. Notice will be sent to Pacific
Indemnity who was the carrier at the time of the accident.
Trigg advised of letter from IDOT
for water allocation order in early 1977.
The Lake County Highway Department
has also received a report from IDOT on the hydraulic analysis
of the bridge at Rt. 132 over the DesPlaines River stating that
it is hydraulically adequate. Trigg will contact Bob Murzyn for
further information on this subject.
A request for annexation of approximately
1/2 block of Northwestern Avenue south of Commonwealth Edison
Company and fronting on Clearview Avenue has been received. A
report from Director of Public Works, Klein, will be sent to the
Board for study.
A request for a liquor license has
been received from the law firm representing Todd Curtis for the
proposed restaurant to be built on the southeast corner of Rt.
132 and Waveland Street. Administrator will advise them to be
present at the regular meeting January 17, 1977 to present their
proposal.
Glogovsky moved, seconded by Johnson,
to submit programs to the Community Block Grants Program for the
Village Center Plan at a cost of $15,000 (8,800 for consultant
& 6,200 for Village) and also for the Comprehensive Zoning
Ordinance Amendments at a cost of $12,500 of which $9,500 is for
the consultant and $3,000 for Village cost. Roll call, ayes: Yost,
Glogovsky, Berdahl, Johnson, Leable. Nays: none. Absent: Bratzke.
Motion carried.
Administrator Trigg reported HeatherRidge
has settled the problem on the complaint the EPA filed concerning
the HeatherRidge treatment plant.
Notice was received that the EPA has
refused Village application for extensions of sanitary sewer to
new areas, but approval will be forthcoming.
A special meeting will be held at
6:30 P.M. on January lo, 1977
with the Gurnee Civil Service Commission
to study the new Gurnee Fire Department Rules and Regulations.
Leable
moved, seconded by Johnson, to disapprove ductless fans for new
buildings. The Building Commissioner is to write a letter denying
the requests for same. Roll call, ayes: Leable, Johnson, Berdahl,
Glogovsky, Yost. Nays: none. Absent: Bratzke. Motion carried.
Yost announced a meeting to be held
on Saturday morning to discuss the salaries for the Village Clerk
and Civil Service Commission. Gurnee West will also be discussed.
Berdahl reported the request from
Chief Porter for a portable monitor had been withdrawn.
Trigg reported that Ronald Paulson
is still off duty due to the injury he received in the line of
duty.
It was announced that Election petitions
are available at the Village office and filing date is from January
10th until February 14th.
Trigg reported he had been in court
on the William Depke case with Pat Daly representing the Village,
but that the Judge had not as yet given his decision..
Yost moved, seconded by Glogovsky,
to approve payment of $2,659.83 to Baxter and Woodman for engineering
on the Pressure Relief Valve Project, and $13,928.10 to Wanzenberg
and Company of Schiller Park for payout request No. 1. Roll call,
ayes: Leable, Yost, Johnson, Glogovsky, Berdahl. Nays: none. Absent:
Bratzke. Motion carried.
Johnson moved, seconded by Yost, to
approve payment of $300.82 to Xerox Corporation for revised final
bill. Roll call, ayes: Leable, Johnson, Yost, Glogovsky, Berdahl.
N ays: none. Absent: Bratzke. Motion carried.
Johnson moved, seconded by Yost, to
approve payment of $2,340.34 to Johns Manville Corporation for
transite pipe for storm sewers. Roll call, ayes: Leable, Johnson,
Berdahl, Glogovsky, Yost. Nays: none. Absent Bratzke. Motion carried.
Leable moved, seconded by Berdahl,
to approve Payroll for the two weeks ended December 23, 1976 in
the amount of $16,189.78 and transfer to the Payroll Fund per
journal. Roll call, ayes: Leable, Johnson, Berdahl, Glogovsky,
Yost. Nays: none. Absent: Bratzke. Motion carried.
Yost moved, seconded by Glogovsky,
to instruct the Village Attorney to remove Buttercup Lane from
the official Village map and send letters to the residents of
Hickory Haven Subdivision advising them of this action. Roll call,
ayes: Leable, Johnson, Berdahl, Glogovsky, Yost. Nays: none. Absent:
Bratzke. Motion carried.
Yost moved, seconded by Johnson, to
approve the bid date of January 24th and authorize publication
of the Notice to Contractors for the West Side Water Pumping Station
and Water Main Extension. Roll call, ayes: Leable, Johnson, Berdahl,
Glogovsky, Yost, Nays: none. Absent: Bratzke. Motion carried.
Yost moved, seconded by Glogovsky,
to accept the resignation o~ Clerk Deborah Schmidt as submitted.
All ayes. Motion carried.
Johnson moved, seconded by Yost to
approve the appointment of Mrs. Linda Mose as Village Clerk for
the balance of the unexpired term. Roll call, ayes: Leable, Johnson,
Berdahl, Glogovsky, Yost. Nays: none. Absent: Bratzke. Motion
carried.
Linda Mose was sworn in as Village
Clerk by Mayor Welton.
Yost moved, seconded by Glogovsky,
to adjourn until January 10, 1977 at 7:30 P.M. for a special meeting.
