MINUTES OF A SPECIAL MEETING OF THE GURNEE VILLAGE BOARD

JANUARY 10, 1977

GURNEE MUNICIPAL BUILDING


Meeting called to order at 7:45 P.M. by Mayor Welton.

Roll call, present: Leable, Bratzke, Johnson, Berdahl, Yost. absent: Gloqovsky

Others present: Stan Nordlund, Trustee, Warren-Waukegan Fire Protection District.

Reading of the minutes of the regular meeting of January 3, 1977 was waived, and will be read at the regular meeting of January 17, 1977.

Bratzke moved, seconded by Leable, to approve a request of the Lakeview Girl Scouts Council to hold their annual Cookie Sale from Feb. 10, 1977 through Feb. 25, 1977 in the Village of Gurnee. All ayes. Motion carried.

Mayor Welton announced that Dennis Ryan, State's Attorney, will be the guest speaker for the Lake County Municipal League dinner on March 17, 1977. Mayor Noll requested members to indicate their acceptance and the concensus of the Board favored Mr. Ryan as the speaker.

The next LCML meeting is to be a combined dinner meeting with the Lake County Clerks' Association on Thursday, January 20, 1977 at the Mundelein Holiday Inn. Reservations will be accepted until January 17th.

A Federal Aid Urban meeting is scheduled for Wednesday, January 12, 1977 at 8:00 P.M. A committee meeting dealing with solid waste disposals will also be held. Sites under consideration will be reported on at a later date by the Mayor.

Trustee Yost presented a remuneration proposal for the Village Clerk from the present $960.00 per year to $1,260.00 per annum, effective May 1, 1977 when the new Clerk is sworn in.

Johnson moved, seconded by Berdahl, to accept the proposal raising the Village Clerk's salary from $960 per year tc $1,260 per year, effective May 1, 1977. Roll call, ayes: Leable, Bratzke, Johnson, Berdahl, Yost. Nays: none. Absent: Glogovsky. Motion carried.

Leable moved, seconded by Berdahl, to approve payment of $10.00 per meeting with a maximum of $20,00 per month, for members of the Civil Service Commission. Roll call, ayes: Leable, Johnson, Bratzke, Berdahl, Yost. Nays: none. Absent: Glogovsky. Motion carried.

Yost announced a tenative date of January 31, 1977 at 8:15 P.M. has been set for a combined meeting of the Village Board and the Gurnee Park Board for the purpose of discussing ~ark sites.

Administrator Trigg, Attorney Swanson and Fire Chief Dada joined the meeting at 8:15 P.M.

Ordinance 77-1, an Ordinance Providing for the Appointment of Auxiliary Policemen was read and discussed. Johnson moved, seconded by Berdahl, to adopt Ordinance 77-1, an ordinance providing for the appointment of auxiliary policemen. Roll call, ayes: Leable, Johnson, Bratzke, Berdahl, Yost. Nays: none. Absent: Glogovsky. Motion carried.

Berdahl moved, seconded by Johnson, to accept the job description for the Firefighter and Rescue Squad as presented to the Board by Chief Dada. Roll call, ayes: Leable, Bratzke, Johnson, Berdahl, Yost. Nays: none. Absent: Glogovsky. Motion carried.

General discussion was held on the survey made by Dada of neighboring departments concerning ambulance charges but no action was taken.

Johnson moved, seconded by Leable, to adopt the Rules and Regulations for Officers and Members of the Gurnee Fire ~epartment. Roll call, ayes: Leable, Bratzke, Johnson, Berdahl, Yost. N ays: none. Absent: Glogovsky. Motion carried.

A committee meeting will be held on Saturday, January 15, 1977 to discuss Fire Department calls per hour and the Fire Protection District.

Johnson moved, seconded by Berdahl, to send Chief Porter to the HeatherRidge Project in Denver for one day, January 24, 1977 at the expense of the HeatherRidge Development Company for the purpose of reviewing their security procedures. All ayes. Motion carried.

Bratzke moved, seconded by Johnson, to adjourn at 9:35 P.M. All ayes carried.
