MINUTES OF THE REGULAR MEETING OF THE GURNEE VILLAGE BOARD

GURNEE MUNICIPAL BUILDING

JANUARY 17, 1977

Johnson moved, seconded by Leable, to appoint James Berdahl Presidentpro-tem. All ayes carried.

Meeting called to order at 8:12 P.M. by Pres.-pro-tem Berdahl.

Roll call, present: Leable, Bratzke, Johnson, Berdahl, Glogovsky, Yost. Absent: Welton

Other officials present: Robert Trigg, Village Administrator

W. Howard Swanson, Village Attorney

Keith Porter, Police Chief

President-pro-tem Berdahl relinquished the chair to President Welton on his arrival at 8:15 P.M.

Johnson moved, seconded by Berdahl, to approve the minutes of the Special Meeting held January 10, 1977 as presented. Roll call, ayes: Leable,Bratzke, Johnson, Berdahl, Yost. Nays: none. Present: Glogovsky. Motion carried.

Welton called for any business not on the agenda. Glogovsky turned over to Administrator Trigg information from Ray Swanson on his pay-back ordinance.

Mrs. C. A. Turnpaugh from the Opa Village Inn requested a Class I liquor license. Said request will be on the agenda for the next regular meeting.

The Marriott Corporation has requested additional liquor licenses for two more locations at the Theme Park. Following discussion, Johnson moved , seconded by Leable, to instruct Attorney Swanson to draw up an ordinance for the additional liquor licenses as requested by the Marriott Corporation. Roll call, ayes: Leable, Johnson, Berdahl, Yost. Nays: Bratzke and Glogovsky. Motion carried 4 to 2.

Discussion was held on the Marriott request for the appointment of Clyde Kent as an auxiliary police officer and Bratzke requested the Board consider the appointment for the operational season of the Park only. Johnson moved, seconded by Bratzke, that Kent be appointed for the operational season only.

Chief Porter stated that he would like Mr. Kent to participate in the Police Training program during the off-season at Marriott and that this would have to be as a commissioned officer. The motion was then amended to appoint Kent as full time auxiliary police officer so that he may attend training programs in the off-season. Roll call, ayes: Leable, Johnson, Berdahl, Glogovsky, Yost. Nays: Rr~t~ke. Motion carried 5 to 1.

Mr. Kent was sworn in as auxiliary police officer by Clerk Linda Mo s e .

John Sloan, attorney for Todd Curtis, presented a request to the Board for a Class I liquor license. Following discussion, Glogovsky moved, seconded by Johnson, to instruct the Villagel~ttorney to draw up an ordinance for a class I liquor license which will be issued when the building permit is issued. Roll call, ayes: Leable, Johnson, Glogovsky, Yost. Nays: Berdahl and Bratzke. Motion carried 4 to 2/

~econsideration of Mrs. Turnpaugh's request was made and Johnson moved, seconded by Leable, to grant a Class I liquor license to Mrs. Turnpaugh under the same ordinance covering Todd Curtis with the same stipulation that it would be given at the time the building permit is issued. Roll call, ayes: Leable, Johnson, Glogovsky, Yost, Berdahl. Nays: Bratzke. Motion carried 5 to 1.

Holders of Gurnee liquor lice~es were present and the question of the number of licenses to be issued was raised. Mayor Welton suggested they come forward with whatever standards they might have in mind for the Board's consideration.

Administrator Trigg read the official notice from the EDA on their denial of the Village's request for the Westside Sanitary Sewer Trunk and Woodlawn Avenue Storm Retention Pond.

Trigg reported that there will be a meeting for all Village officials on Federal Water Regulations becoming effective June 24, 1977. The meeting will be held on January 25th at Lake County College. Trustee Johnson will attend with Richard Klein.

Trigg reported EPA aoproval has been received on the plans and specs f~r the new water tank to be constructed at Heather Ridge.

Administrator Trigg reported the receipt of MFT audits reports for 1974 and 1975. Bratzke moved, seconded by Berdahl to accept the audits as presented. All ayes. Motion carried.

Receipt of the second Antirecession allotment in the amount of $1,237 was reported by the Administrator, as wll as Federal Revenue Sharing EP-7 in the amount of $14,326.00.

Notice of a hearing February 2nd at 160 North LaSalle in Chicago on the Greyhound Bus Company's route from Chicago to the Marriott Park was announced.

Yost reported that a tenative date of January 31st at 7:30 P.M. has been set for a joint meeting of the Gurnee Park Board and the Village Board of Trustees.

Trustee Glogovsky questioned Chief Porter on budget over-run on Police Department salaries. Porter stated the reason as increased manpower requirements.

Trustee Berdahl stated a report will be made on the Fire Department's request for fulltime employees at a later meeting.

Trustee Johnson reported the Village has had two water main breaks and one frozen water service. He also stated that the foundations for the water tanks at HeatherRidge have been completed.

Trustee Bratzke questioned Codification. Attorney Swanson said he will report to the Board as soon as he receives the final drafts.

Leable reported there will be a meeting on Saturday at 9:30 a.m. to ~i~cuss the new Police facility.

Administrator Trigg reported approval of construction and bond for the sanitary sewer extension at Grandville Avenue.

Yost moved, seconded by Johnson, to authorize the Mayor and Village Clerk to sign the contract for the sanitary sewer extension on Grandville Avenue. Roll call, ayes: Leable, Johnson, Bratzke, Glogovsky, Yost, Berdahl. Nays: none. Motion carried.

Yost moved, seconded by Leable, to authorize the Mayor and the Village Clerk to sign the application for water main crossing of DesPlaines River to IDOT. Roll call, ayes: Yost, Glogovsky, Berdahl, Johnson, Leable, Bratzke. Nays: none. Motion carried.

Leable moved, seconded by Yost, to authorize the renewal of resolution for construction on the state right-of-way. Roll call, ayes: Johnson, Leable, Bratzke, Yost, Glogovsky, Berdahl. N ays: none. Motion carried.

Berdahl moved, seconded by Yost, to approve purchase of a riot shot gun in the amount of $222.95 for the Police Department. Roll call, ayes: Johnson, Leable, Berdahl, Glogovsky, Yost. Nays: Bratzke. Motion carried ~ to 1.

Bratzke moved, seconded by Johnson, to approve the purchase of a Zoom lens for$186 and a wide angle lens for $ 84. Roll call, ayes: Yost, Glogovsky, ~erdahl, Leable, Johnson, Bratzke. Nays: none. Motion carried.

Yost moved, seconded by Berdahl, to approve the purchase of a radio scanner for Chief Porter at a cost of $239.00. Roll call, ayes: Yost, Glogovsky, B erdahl. Nays: Bratzke and Leable. Abstain: Johnson. Mayor Welton voted ayes. Motion carried 4 to 2.

Ylost moved, seconded by Berdahl to approve payroll in the amount of $17,370.15 for the two weeks ended January 6, 1977 and transfer to the Pa ~oll Fund per journal. Roll call, ayes: Johnson, Yost, Rratzke, Leable, Berdahl, Glgovsky. Nays: none. Motion carried.

Glogovsky moved, seconded by Yost, to approve payment of monthly bills in the amount of $31,266.66 as presented. Roll call, ayes: Johnson, Leable, Bratzke, Berdahl, Glogovsky, Yost. Nays: none. Motion carried.

Yost moved, seconded by Berdahl, to authorize Chief Dada to advertlse for bids for a crash rescue mini pumper for the Fire Department. Roll call, ayes: Leable, Bratzke, Johnson, Berdahl, Glogovsky, Yost. Nays: none. Motion carried.

Leable moved, seconded by Yost, to have Administrator Trigg and Public Works Director Klein, develop a program for snow removal from sidewalks. All ayes carried.

Bratzke moved, seconded by Glogovsky, to adjourn at 9:56 P.M. All ayes. Motion carried.
