1. Approval of Ord. 2011-07 granting a Special Use Permit pursuant to the Gurnee Zoning Ordinance related to an assisted living facility (home for the care of the aged) for Theresa’s Home Care, L.L.C. at 6455 Cunningham Court.
Mr. Hayner said each Board member should have received a memo from Tracy that went over each issue.
The Attorney for the Petitioner Mr. Wojteczko said his client revised their request from 24 residents to 20 residents and 2 caretakers. He said if the Board is still concerned about the density of residents, they should be reminded that the 8 townhomes across the street are on less land than his clients. He said concerns were raised about staffing and his client has committed to an 8 to 1 ratio but did point out this is not a requirement of the State. He said concerns were also raised about traffic in the area and the traffic study shows that the facility would not create anymore traffic then a single family dwelling. He finished by stating that his client will also be adding a TV room and a recreation room on the second floor.
Mayor Kovarik said the Townhomes across the street are not zoned R1 but R5 and that would not be comparing apples to apples.
Trustee Morris said the traffic access isn’t an issue for this location.
Trustee Ross said she visited the facility and it was well run and clean. She said the rooms are extra large, adding the home itself is very large.
Mayor Kovarik said Trustee Garner also visited the facility and stated he was very impressed with the operation.
Trustee Ross asked if it would be possible to amend the SUP at a later date to 24 residents.
Trustee Jacobs asked if the final number of residents, 20, was brought by the petitioner or was the number determined by staff. Mr. Hayner clarified that it was brought by the petitioner.
Trustee Jacobs said we should be concerned about the residents of the neighborhood and need to be certain this request is compatible.
Mr. Supperman said his mother has been a resident for a year and a half and briefly explained how the parking works. He said the way the house is positioned on the property parked cars are not seen. He said his mother has been in several different places and this facility has been the best thing for her life.
Ms. Edgcomb said her father is a resident and she visits regularly and parked cars are not seen. She said the bigger picture is her father got sicker and sicker everywhere else he has been and that is not the case for this facility. She said there is a need for more of these facilities.
Trustee Ross said the Petitioner should have come to the Village first before the facility opened. She said the original reaction by the Board was negative because of the way the Village found out about the operation.
It was moved by Trustee Morris, seconded by Trustee Schwarz to approve of Ord. 2011 – 07 granting a Special Use Permit pursuant to the Gurnee Zoning Ordinance related to an assisted living facility (home for the care of the aged) for Theresa’s Home Care, L.L.C. at 6455 Cunningham Court.
