Call to Order
Mayor Kovarik called the meeting to order at 7:31 p.m.

Mayor Kovarik led the Pledge of Allegiance.
 
 
 
A. PUBLIC COMMENT
 
Mayor Kovarik publicly thanked the Public Works Department and the entire Village Staff for the excellent job performed during and after the record snow event of last week.
 
B. APPROVAL OF CONSENT AGENDA
It was moved by Trustee Balmes, seconded by Trustee Jacobs to approve the Consent Agenda as presented.

The Village Administrator read the consent agenda for an omnibus vote as follows:
 
1. Approval of minutes from the January 10, 2011 meeting.
 
2. Approval of Payroll for period ending January 29, 2011 in the amount of $654,306.28.
 
3. Approval of Payroll Transfer Journal for period ending January 29,
      2011 in the amount of $646,535.55.
 
4. Approval of Bills for the period ending February 7, 2011 in the amount of $455,484.73.
 
It was moved by Trustee Balmes, seconded by Trustee Jacobs to approve the Consent Agenda for an omnibus vote as read.

 1.   Approval of a Proclamation designating February 2011 as African
      American History Month in the Village of Gurnee.
 
      Mayor Kovarik read Proclamation into record.
 
It was moved by Trustee Jacobs, seconded by Trustee Ross to approve of a Proclamation designating February 2011 as African American History Month in the Village of Gurnee.
 
Voice Vote:      ALL AYE:          Motion Carried.
 
2.   Approval of a Proclamation designating February 6 – 12, 2011 as
      Future Business Leaders of America Week in the Village of Gurnee.
 
      Mayor Kovarik read Proclamation into record.
 
It was moved by Trustee Balmes, seconded by Trustee Jacobs to approve of a Proclamation designating February 6 – 12, 2011 as Future Business Leaders of America Week in the Village of Gurnee.

1. Approval of Ord. 2011 – 08 granting a Special Use Permit
      pursuant to the Gurnee Zoning Ordinance relating to a commercial gymnasium and day care center for Scott Meno with Stay 2 Play, Inc. at 1475 Dilleys Road.
 
      Mr. Hayner said each Board member should have received a memo from Molly Bacon regarding this Ordinance. He said the Plan Commission gave the SUP a unanimous favorable recommendation with two conditions. He said this is a new business concept which the petitioner, Mr. Meno, will explain.
 
      Mr. Meno explained his business is a Play Café where children can play without parental supervision while the parents relax in the Cafe. He said the play area is secure and his staff supervises the children. He said right now parents will have to stay on the premises but he has applied for a DCFS license for limited day care service.
 
      Mayor Kovarik asked for a description of the play area.
 
      Mr. Meno said there are three different play areas. He said they will have an area called Play Town with interactive exhibits much like a Children’s Museum. He said there will also be an arts and crafts studio and a gym area where they hope to install among other things a small climbing wall.
 
      Trustee Ross asked if this was a franchise.
 
      Mr. Meno said no this is our own concept.
 
      Trustee Ross asked if any food will be provided to the children.
 
      Mr. Meno briefly explained and said for drop-in day care DCFS requires a snack after a certain period of time.
 
      Trustee Ross asked about the fee structure and if this service was taxable.
 
      Mr. Hayner said the Village would be hard pressed to apply an Amusement Tax on this type of business.
 
      Trustee Jacobs asked in regards to child safety what provisions are in place.
 
      Mr. Meno said they will follow DCFS guidelines and briefly explained several other controls they will be implementing.
 
      Trustee Garner asked what the child to employee ratio will be.
 
      Mr. Meno said they will follow DCFS standards and the minimum ratio is 8 to 1.
 
      Trustee Garner asked what would happen if all the sudden a bunch of children show up in a short period of time.
 
      Mr. Meno said in the beginning he plans on being over staffed in the event such a scenario should take place. He said he will also have staff on call and will encourage his clients to make advance reservations for large groups. 
 
It was moved by Trustee Jacobs, seconded by Trustee Balmes to approve of Ord. 2011 -08 granting a Special Use Permit pursuant to the Gurnee Zoning Ordinance relating to a commercial gymnasium and day care center for Scott Meno with Stay 2 Play, Inc. at
1475 Dilleys Road.

2. Approval of Ord. 2011 - 09 extending the Temporary Water Service Agreement between the Village of Gurnee and Thelen Sand and Gravel, Inc.
 
      Mr. Hayner said this has been approved the prior two years. He said they will be providing concrete for the route 45 project adding the JAWA Board also approved the additional year.
 
It was moved by Trustee Ross, seconded by Trustee Schwarz to approve of Ord. 2011 - 09 extending the Temporary Water Service Agreement between the Village of Gurnee and Thelen Sand and Gravel, Inc.
