MINUTES OF THE PUBLIC HEARING

 

Public Hearing to consider a proposed First Amendment

(amended and restated) to the existing annexation agreement for property commonly known as the Courts of Hunt Club, located approximately 300 feet north of Washington Street east of Hunt Club Road.

Mayor Kovarik called the public hearing to order at 7:03 p.m.

Mr. Hayner said this Public Hearing involves 25 acres of property at the Courts of Hunt Club. He said the Petitioners are requesting the property be rezoned and briefly explained the proposed development and related zoning requests. He said the Petitioners and the Developers were in attendance tonight and turned the floor over to them to go over in detail their plans for the property.
 
Mr. Friedman introduced himself to the Board stating he was the Attorney for Thomas Place Gurnee. He explained the property needs to be rezoned to R5 and will be used for 100 Senior Housing Apartments. He then introduced Dan Walsh from Ryan Companies.
 
Mr. Walsh said he represented Ryan Companies and are general partners with TPA Gurnee, LLC. He said Thomas Place Gurnee will be the 5th community development they have completed. He said the $23.5 million project will fit well in Gurnee and briefly broke down the apartment sizes. He stated the facility is a taxable entity and ended by saying construction is slated to begin in May of 2011 and Thomas Place Gurnee will open March of 2012.
 
Mr. Erikson introduced himself to the Board and stated he was the Engineer for the project. He briefly elaborated on each of the following bullet points:
·         Floodplain & Wetlands
·         Detention
·         Traffic Circulation
·         Cross Access
·         Parking
·         Utilities
·         Lighting
·         Landscaping
·         Pedestrian Walkways
 
Mr. Danard introduced himself as the Architect for the project and he explained the types of materials that will be used in the construction of the facility.
 
Mr. Walsh explained the facility and unit amenities that will be at the disposal of the residents. He concluded by emphasizing the following bullet points:
·         High Quality Age Restricted Housing
·         Property Tax Generator
·         Stimulate Additional Investment
·         Quality Affordable Housing
·         Valuable Asset to the Village of Gurnee
 
Mr. Scott explained the property to the north will also be rezoned from R2 PUD to straight R2 with a provision that before the land is developed they will come back before the Board with a new PUD.
 
 
 
Questions:
 
Trustee Jacobs said with regards to the total number of apartments how many occupants will be living at the facility.
 
Mr. Walsh said they average 1.33 occupants per apartment.
 
Trustee Jacobs said he is concerned with the parking situation.
 
Mr. Walsh said at the current locations an average of .95 parking spots per apartment is needed. He said in addition they attend on purchasing a shuttle bus for the residents to utilize.
 
Trustee Jacobs asked if the facility was catering towards retirees.
 
Mr. Walsh said 75% to 85% of the residents are retirees.
 
Trustee Balmes said this looks like a beautiful facility and asked if they had plans on expanding the walking path.
 
Mr. Walsh said that area of the property is a protected wetland and at night it will get very dark and they don’t want to build something that will not be used.
 
Trustee Balmes asked if the homes currently on the property will be removed.
 
Mr. Scott yes the homes on the 25 acres will be demolished.
 
Trustee Garner asked what they are considering affordable Senior Living.
 
Mr. Walsh broke down the monthly costs of each apartment type and explained the max income levels allowable to reside at the facility.
 
Trustee Schwarz, motioned seconded by Trustee Jacobs, to recommend the petition to consider a proposed First Amendment (amended and restated) to the existing annexation agreement for property commonly known as the Courts of Hunt Club, located approximately 300 feet north of Washington Street east of Hunt Club Road.
