Call to Order

Mayor Kovarik called the meeting to order at 7:31 p.m.

The Village Administrator read the consent agenda for an omnibus vote as follows:

 

1.  Approval of minutes from the January 27, 2014 and February 3, 2014 meetings.

 

2.  Approval of Res. 2014-03 reallocating 2014 volume cap to the Village of Buffalo Grove, Illinois.

 

3.  Approval of Payroll for period ending February 8, 2014 in the amount of $746,397.22.

 

4.  Approval of Payroll Transfer Journal for period ending February 8,

      2014 in the amount of $740,531.67.

 

5.  Approval of Bills for the period ending February 17, 2014 in the amount of $3,000,594.91.

 1.        Approval of Res. 2014 -04 designating the name of Village property located at 4575 Old Grand Avenue as the “Richard A. Welton Village Plaza.”

 

It was moved by Trustee Ross, seconded by Trustee Wilson to approve of Res. 2014 -04 designating the name of Village property located at 4575 Old Grand Avenue as the “Richard A. Welton Village Plaza.”

Upon approval of Resolution 2014-04, the Mayor thanked the committee for their hard work over the past year.  She stated the committee led by Trustee Cheryl Ross; Jeff Reinhard, Gurnee Park District; Tim Webb, Warren Township High School; Richard Twitchell, Planning and Zoning Board; Bradley Carlson, Boy Scout Troop leader, and Tracy Velkover.  The Mayor wanted to ensure the Welton Plaza would be enjoyed by residents and visitors for years to come.   The Mayor then unveiled the plan renderings indicating the vision of a gathering place, including the placement of bronze milestone markers highlighting the Village’s history.  The Mayor further stated the project will be completed in the next several years, will not be a burden on the community financially, and will include in-kind work from the community.

 

Mr. Welton addressed the Mayor, Board, Committee and audience with heartfelt thanks and comments regarding his upbringing as a born and raised Gurnee citizen, giving back to his community, rise from Trustee to Mayor, the growth of Gurnee and the assessed value of the Village as it stands today.

Mr. Arnold, a supporter of the veteran’s memorial project, congratulated Mr. Welton on his well-deserved distinguished honor but asked the Village to remain frugal and tax payer-minded regarding expenses for the project.

1.  Approval of Ord. 2014 -07 approving an Intergovernmental

      Agreement by and between the Village of Gurnee and the Solid Waste Agency of Lake County (SWALCO) to establish a clothing and textile collection site at Fire Station #2 – 6581 Dada Drive.

 

      Mr. Muetz said the Solid Waste Agency of Lake County (SWALCO) is launching a new textile and clothing collection program as another effort to keep this material out of the landfill.  He said the program involves a collection bin that is checked 3 times per week.  A collection bin with SWALCO markings will be installed at Fire Station #2 and made available for the community to donate unwanted textiles and clothing.  This includes pants, shirts, coats, hats, socks, towels, quilts, paid shoes, belts, and blankets to name a few.  There was some concern that this would turn into a “dumping ground.”  Being that it is installed at a facility that is staffed 24/7 and can be emptied multiple times per week, staff does not believe this will become an issue.   If it does become an issue, the Village can cancel the agreement with 30 days written notice.

 

      Trustee Wilson asked if Walter Willis was present.   Mr. Muetz said he is scheduled to attend the March 3rd regular meeting.

 

      Trustee Wilson asked if we are addressing organics.  Mr. Muetz said no.

 

      Trustee Balmes asked if the acceptable items will be posted for clarity.  Mr. Muetz said yes.

2.  Approval of Ord. 2014 -08 authorizing execution of the contract for services related to the Village’s Supervisory Control and Data Acquisition System (SCADA) between the Village of Gurnee and B&W Control Systems Integration, LLC.

 

 

      Mr. Muetz said included in the FY 13/14 Approved Budget was $55,000 for updating the Village’s SCADA (Supervisor Control and Data Acquisition) system.  He said the SCADA system monitors water system pressures, levels, flows, set points, and alarms.  The system also controls water system pumps, valves, motors via both predefined rules and remote control.  The first version of this system was operational in 1989.  Since that time, it has had one major upgrade in 2000, along with a few smaller upgrades.  Throughout its existence, Baxter & Woodman have assisted the Village.  At this point, important portions of the system that were installed 14 years ago are no longer manufactured or supported.  In addition, improvements related to security are needed.  Rather than take a piecemeal approach to these issues, Village staff is proposing to work with Baxter & Woodman to develop a SCADA System Master Plan.  This will allow us to take a comprehensive look at all aspects of our system.  Once a plan is in place, staff can budget accordingly to address issues.  Baxter & Woodman has provided a cost of $20,560 to perform this work.  Staff has reviewed and is recommending to move forward with the proposal.
