MINUTES OF A PUBLIC HEARING OF THE GURNEE
VILLAGE BOARD IN REFERENCE TO THE PROPOSED
BUDGET FOR FISCAL YEAR 1995-1996
GURNEE VILLAGE HALL
APRIL 10, 1995
The Public Hearing was called to order at 7:00 p.m. by Mayor Welton.
Roll Call, Present: Yost, Rocheleau, Amaden, Smith, Ratfelders
Absent: O'Brien

Mayor Welton announced a canvass of the votes from the election
on April 4, 1995 will be held before continuation of consideration
of the proposed budget.
The canvass board, consisting of Mayor Welton, Clerk Balliet,
and Trustee Yost, the trustee with the longest tenure of office,
determined the election vote results to be as follows:
Mark Ratfelders received 1,525 votes
Tracie Bullock received 1,498 votes
Robert Amaden received 1,306 votes
Cynthia Weir received 1,288 votes
Dave Anderson received 774 votes
Bruce Yoder received 754 votes
Yost moved, seconded by Welton, to certify the canvass of the
votes of the Election on April 4, 1995 with the election of the
following three (3) persons to full four (4)-year terms of office
for Village Trustee: Mr. Mark Ratfelders, Ms. Tracie Bullock,
and Mr. Robert Amaden, and to send certified documents to the
offices of the State Board of Elections and of the County Clerk
of Lake County.
Roll Call, Aye: Welton, Balliet, Yost.
Nay: None.
Absent: None. Motion Carried.
The Village Attorney left the public hearing at 7:10 p.m.
The Village Administrator reported on the receipt from the County
Clerk of Lake County, the equalized assessed value of property
for 1994 for the Village of Gurnee in the amount of $474,086,659.00
with a resultant tax rate for 1994 of .234. He added the rate
continues to decrease from previous years.
The Village Administrator reported on the proposed Motor Fuel
Tax fund. After explaining the revenues, he noted that some amounts
may be added to certain line items of expenditures. For example,
Lawson Boulevard requires that parking restriction signs must
be installed along the bike lanes. This may cause possible problems
on North Lawson Boulevard.
Trustee Smith suggested that signage is needed on both sides of
the streets but that no bike lanes be painted on North Lawson
Boulevard or other streets which are narrow.
The Village Engineer noted the Village must follow IDOT standards.
The Village is concerned about safety but should not take away
parking from residents. He also added that MFT funds could be
used for traffic signal installations, if necessary.
Trustee Smith suggested that the Village Engineer obtain a cost
analysis/estimate for doing the Heatherridge area bike lanes.
The Village Engineer noted an application will be made for federal
grant funds with Lake County for the installation of a bike-walking
trail on Washington Street from Greenleaf Street to the Warren
Township Center.
The Village Engineer explained the proposed 1995 Sidewalk Program.
He noted also a proposed path system along the Commonwealth Edison
ROW in the Grand-Hunt area. Also to be installed are handicapped
ramps on existing sidewalks.
The Village Administrator explained the revenues and expenditures
for the General Obligation Bond Fund, noting only the fire station
bonds are left. There is no discretion in this fund.
The Village Administrator explained the revenues and expenditures
for the Police Pension Fund, noting the Village taxes as the state
actuarial requirement.
The Village Administrator explained the revenues and expenditures
for the Fire Pension Fund, noting the Village also taxes at the
state actuarial requirement.
The Village Administrator noted the Alternate Bond Project Fund
is now closed out.
The Village Administrator explained the revenues and expenditures
of the Alternate Bond Fund which involves bonds for the Village
Hall, Water Improvement project and the Police Station Improvements.
There is no discretion in this fund.
The Village Administrator explained the Golf Course Fund revenues
and expenditures. He noted this fund could last for the life
of the golf course. There are no limitations on how large this
fund can become.
The Village Administrator explained the revenues and expenditures
of the Impact Fee Fund.
The Village Administrator explained the revenues and expenditures
of the Utility Reserve Fund.
The Village Administrator explained the revenues and expenditures
of the 911 Fund, noting this is a self-sufficient fund.
The Village Administrator noted the revenues of the Capital Improvement
Fund will be in the estimated amount of $2.3 million. He explained
the expenditures of this fund, noting the following changes for
line items. The amount of $25,000.00 should be added for engineering
plans for the bike trail along Washington Street in order to apply
for the federal grant. The line item for Village Entrance signs
should be in the amount of $7,500.00. The line item for Village
Aerial Mapping should be $0.00. The line item for the Estes University
Drainage, with no street installation, should be the amount of
$65,000.00. The Belle Plaine/Crescent Engineering line item should
be the amount of $75,000.00 in order to begin the engineering
process before application for a federal grant. The Transportation
Plan Update should be the amount of $30,000.00. The Public Works
Garage line item should be the amount of $20,000.00. The Village
Center Network Study line item should be the amount of $20,000.00.
The Village Administrator then reported and suggested the following
line items should be added to the Capital Improvement Fund. The
Grandville Street Extension line item should be the amount of
$25,000.00. The Greenleaf-Washington Street Intersection line
item should be the amount of $60,000.00. The Feasibility Study
on a Convention Center should be the amount of $50,000.00. Also
to be considered might be a study on preliminary engineering for
the Blackstone Extension between O'Plaine Road and First Street,
including an at-grade crossing over the railroad tracks. He concluded
by saying the budget is in good shape and will be concluded at
next week's public hearing at 6:45 p.m.
Yost moved, seconded by Amaden, to adjourn the Public Hearing.
