Call to Order

Mayor Kovarik called the meeting to order at 7:31p.m.

Mayor Kovarik read the following statement:

There are so many of people I want to thank tonight – my family most importantly – the sacrifice of time as a family is a heavy burden sometimes but your love and support help me do a better job as Mayor and for the community.  My many volunteers, who tirelessly attended to signs, went door to door, addressed envelopes, displayed yard signs, made phone calls and took on the campaign work so I could focus on conducting Village business – a heartfelt thank you.  And to the residents of Gurnee who re-elected me, I am deeply grateful for your confidence, humbled by your faith in me and promise unconditionally that I will do my absolute best each day to keep Gurnee a great place to live, work and visit.

Over the past year, we have seen plenty of evidence that Gurnee is not immune to the sorts of economic problems other communities are experiencing around the state.

Many months of sacrifice and self-discipline lie ahead…..These next 4 years we will be faced with economic challenges. There will be moments in which both our patience and our focus will be tested.

It may appear at times to be a bleak picture, but on a positive note, we continue to make incremental progress forward thanks to the dedication of many individuals working together to find creative and efficient solutions. And we have many strengths to build on that set us apart – our location, our excellent public services, tight knit community feel, our charming residential areas, our fabulous parks, library and schools and our location-rich retail corridors.

I know that keeping Gurnee viable and healthy is very much a team effort. No mayor, no matter how determined, can keep a Village going alone. Progress takes teamwork. We must work together as a Board; work closely with our department heads and employees, and always remember that the community is our guiding light.

I would like to recognize our dedicated Village Staff.  Your efforts for our community have not gone unnoticed. Our employees interact everyday with our citizens and are the face of our Village! We are lucky to have individuals who bring with them a unique blend of experiences and absolute commitment to the success of Gurnee.

As we begin another 4 years let’s promise each other tonight to work together to ensure we grow intelligently…..in a manner that projects the character and integrity of our neighborhoods and also meets the needs of future generations. It is crucial to remember these next few years as a time for basics and not for luxury and that we make the right investments now for the future.

Confidence, determination, and an unwavering faith in our future…these qualities have been shared values in our Village that have successfully gotten us this far. These are precisely the values that we must call upon today, the next day and for the next year if we are to overcome the pressing challenges of the upcoming years.

It is with honor and pride that I begin my next term and I look forward to a very productive and fruitful 4 years. Let us embrace and renew our collective commitment to our Village’s future.

Mr. Jenks introduced himself and the members of the new Chamber of Commerce.  He asked for support / partnership with the Village of Gurnee.

Mayor Kovarik said this is fantastic and will write a letter of support.

Trustee Schwarz asked where and when they will meet.

Mr. Jenks said the kick-off meeting will be held at Key Lime Cove at
 8:00 a.m. on June 17th.

 

Mr. Campbell said he is working on his Eagle Project and will be holding a Blood Drive at Gurnee Community Church on Saturday May 9th starting at 9:00 am.

Mayor Kovarik asked if Life Source is supporting the Drive.

Mr. Campbell said yes they are sponsoring it.

C.  APPROVAL OF CONSENT AGENDA

It was moved by Trustee Jacobs, seconded by Trustee Balmes to approve the Consent Agenda as presented.

The Village Administrator read the consent agenda for an omnibus vote as follows:

1.  Approval of Payroll for period ending April 25, 2009 in the amount of $677,746.69.

2.  Approval of Payroll Transfer Journal for period ending April 25,
      2009 in the amount of $675,326.02.

3.  Approval of Bills for the period ending April 30, 2009 in the amount of $660,378.64.
 
It was moved by Trustee Morris, seconded by Trustee Garner to approve the Consent Agenda for an omnibus vote as read.

2.  Presentation of Police Department “Employee of the Year” awards by Police Chief Robert Jones to Officer Michael Young, 2008 Police Officer of the Year, and Communications Operator Joseph Zak, 2008 Civilian Employee of the Year.

      Police Chief Robert Jones and Mayor Kovarik presented awards.

3.  Approval of Proclamation designating May 3 - 9, 2009 as “Building Safety Week” in the Village of Gurnee.

      Mayor Kovarik read Proclamation into record.

It was moved by Trustee Jacobs, seconded by Trustee Balmes to approve of Proclamation designating May 3 - 9, 2009 as “Building Safety Week” in the Village of Gurnee.

Voice Vote:      ALL AYE:          Motion Carried.

4.  Approval of Proclamation designating May 10 - 19, 2009 as “National Police Week” in the Village of Gurnee.

      Mayor Kovarik read Proclamation into record.

It was moved by Trustee Schwarz, seconded by Trustee Garner to approve of Proclamation designating May 10 - 19, 2009 as “National Police Week” in the Village of Gurnee.

Voice Vote:      ALL AYE:          Motion Carried.

5.  Approval of Proclamation designating May 17 - 23, 2009 as “National Public Works Week” in the Village of Gurnee.

      Mayor Kovarik read Proclamation into record.

It was moved by Trustee Balmes, seconded by Trustee Garner to approve of Proclamation designating May 17 - 23, 2009 as “National Public Works Week” in the Village of Gurnee.

Voice Vote:      ALL AYE:          Motion Carried.

6.  Approval of Proclamation designating the month of May as
      “Asian/Pacific American Heritage Month” in the Village of Gurnee.

      Mayor Kovarik read Proclamation into record.

It was moved by Trustee Garner, seconded by Trustee Jacobs to approve of Proclamation designating the month of May as
“Asian/Pacific American Heritage Month” in the Village of Gurnee.

F.  REPORTS

Mr. Hayner gave a brief river / flood update.

Mayor Kovarik said the first “Welcome to Gurnee: Your Passport to Fun” meeting was held on April 29th and well over 200 people attended.

Mayor Kovarik asked that flags be flown at half mast on May 15th from sun up to noon in observance of Peace Officers Memorial Day.

1.  Approval of Fire Department request to solicit bids for mobile and portable emergency fire radios.

      Mr. Hayner said that each Board member should have received a memo from Fire Chief Fred Friedl in their packet.  He said the Village received a grant for $70,200 from Homeland Security, with a Village match of 10%.

      Mayor Kovarik asked if this is in the Budget.

      Mr. Hayner said yes.

      Trustee Morris asked if we will be replacing existing equipment.

      Mr. Hayner said yes.

      Trustee Morris asked what the Village will do with the replaced equipment.

      Mr. Hayner said they will go to auction.

It was moved by Trustee Jacobs, seconded by Trustee Garner to approve of Fire Department request to solicit bids for mobile and portable emergency fire radios.

2.  Approval of a Minor Amendment to the Planned Unit Development
      for Jersey Mike’s Subs, pursuant to the Gurnee Zoning Ordinance, for property located at 7105 Grand Avenue, Unit 2D (signage modification).

      No discussion.

It was moved by Trustee Balmes, seconded by Trustee Jacobs to approve of a Minor Amendment to the Planned Unit Development for Jersey Mike’s Subs, pursuant to the Gurnee Zoning Ordinance, for property located at 7105 Grand Avenue, Unit 2D (signage modification).

3.  Approval of Ord. 2009 - 35 amending section 78-70 of Article III of Chapter 78 of the Gurnee Municipal Code entitled “Traffic and Vehicles” regarding Gurnee Towne Center turning restrictions.
     
      Mr. Hayner said this relates to fixing up the access drive to Gurnee Towne Center.  He said this will allow northbound traffic to make left hand turns into the center, as well as straight through movements from Dominick’s.

It was moved by Trustee Schwarz, seconded by Trustee Jacobs to approve of Ord. 2009 - 35 amending section 78-70 of Article III of Chapter 78 of the Gurnee Municipal Code entitled “Traffic and Vehicles” regarding Gurnee Towne Center turning restrictions.

I.  PUBLIC COMMENT

Trustee Garner

 

Trustee Garner asked how the Village will handle traffic issues when the intersection of 41 and Grand is closed for 45 minute intervals during the up coming construction project.

Mr. Hayner said there will be a posted detour and the intersection will not be closed during peak traffic hours.
