NOTES OF THE RECONVENED MEETING

OF THE GURNEE CANVASS BOARD

IN REFERENCE TO THE DISCOVERY RECOUNT

FOR THE TRUSTEE ELECTION ON APRIL 20, 1993

The meeting was started at 9:15 a.m. by Ms. Mary Ellen Vanderventer, Elections Administrator of the County Clerk's Office.

Ms. Vanderventer led all present to the basement of the County Building where the ballots are stored and where the computers are located. She explained the process of ballot counting in that the ballots have been impounded and sealed since election night. The ballot-counting computers are tested in the presence of a Republican and Democratic representative before the election by running an "Official Test Ballot" to check the accuracy of the computer program. This "Official Test: is rerun at 7:00 p.m. election night and again after all ballots are counted in order to determine that the computers are accurate. This process will be rerun today. Ms. Weir has requested the recounting of ballots from Precincts 275, 276, 277, and 282.

In the presence of all, the "Official Test" and the ballots of the four precincts were unsealed and rerun at 9:24 a.m. After the run, all present returned to the ballot and voting machine storage area. At 9:37 a.m. Trustee Yost and Ms. Weir examined and compared the computer printouts from election night and today's rerun; both agreed that everything matched and all is in order.

At 9:41 a.m. precinct 275 was examined. 191 ballots had been cast, of which there were two (2) absentee ballots. There were three (3) spoiled ballots but no other errors in the election judges' records. 191 ballots were verified on election day and again today.

Ms. Weir noted that "everything is fine."

At 9:49 a.m., Ms. Weir and Trustee Yost initialed and resealed the precinct 275 ballots.

At 9:50 a.m. the precinct 276 ballots and records were examined. 232 ballots, Ballot Style L-01, were cast, of which eight (8) were absentee ballots. There were no spoiled ballots and no errors according to the election judges' records.

Ms Weir said "all is in order."

At 10:00 a.m. Ms. Weir and Trustee Yost initialed and resealed the ballots for precinct 276.

At 10:01 a.m., the precinct 277 ballots and records were examined. 320 ballots, including Ballot Style L-01 on which the Village election was listed were cast, of which eleven (11) were absentee ballots. There were two (2) spoiled ballots and one (1) invalid write-in ballot. Records indicate 320 ballots were cast on election day and again today were counted.

At 10:09 a.m. Ms. Weir and Trustee Yost initialed and resealed the ballots for precinct 277.

At 10:10 a.m. the precinct 282 ballots and records were examined. A note in the election judges' records indicated there were 410 voters, but only 408 ballots. 408 ballots were counted on election day and today 410 ballots were counted. Ms. Weir received no additional votes today; any additional votes were divided among the other candidates. The election judges' records indicate there were eleven (11) absentee voters and three (3) spoiled ballots.

Ms. Vanderventer indicated that if there is a discrepancy of three (3) or more ballots verses voters, the ballots must be rerun and recounted on Election Night since the Republican and Democratic representatives will not sign off on that precinct.

At 10:22, Ms Weir and Trustee Yost initialed and resealed the ballots for precinct 282.

As a result of this Reconvened Canvass Board, Ms. Cynthia Weir received no additional votes.

At 10:23 a.m. the proceedings were ended and everyone left the room.
