MINUTES OF A SPECIAL MEETING OF THE

GURNEE VILLAGE BOARD

IN REFERENCE TO THE

WASHINGTON STREET ACCESS AGREEMENT

GURNEE MUNICIPAL BUILDING

AUGUST 31, 1987

The meeting was called to order at 7:30 p.m. by Mayor Welton.

Roll call, present : Yost, Hensgen, Rocheleau, Smith absent : Petropoulos, Zelenko

Other officials present : W. Howard Swanson, Village Attorney

Robert R. Trigg, Village Administrator

Mayor Welton announced the purpose of this special meeting was to consider the Washington Street Access Agreement and is being held as published.

Mr. Trigg reviewed the situation in reference to the Washington Street Access, stating that three parcels are ready for development. The parcels had been denied full access to Washington Street by Lake County. Mayor Welton and Mr. Trigg had met with Mr. Buehler, of the Lake County Highway Department. Metro Transportation was commissioned to make a study of Washington Street. This "Washington Street Access Study," dated August, 1987, was presented to Mr. Buehler, who, upon review of said study, made up the Agreement for consideration at this special meeting. By terms of the agreement, Lake County will provide three full access interchanges, currently existing for the Outdoor theater, Vista Del Plaine Subdivision and the Anderson property. A right-in, right-out access will be considered at the Brookhaven site in the future, if requested. In return, the Village will not ask for any other openings on Washington Street between Route 41 and Route 21.

All interchanges will be done according to the Metro report "Washington Street Access Study," dated August, 1987.

Yost moved, seconded by Hensgen, to approve Village Ordinance No. 87-111 which authorizes the Mayor and Village Clerk to sign the Washington Street Access Agreement.

Roll call, aye: Yost, Hensgen, Rocheleau, Smith. nay: none. Absent : Petropoulos, Zelenko. Motion carried.

Mr. Trigg stated that a recent meeting of JAWA decided to hold a referendum in March, 1988.

Yost moved, seconded by Rocheleau, to adjourn the special meeting. All aye. Motion carried.

The Special Meeting was adjourned at 7:43 p.m. by Mayor Welton.
