MINUTES OF A SPECIAL HEARING
OF THE GURNEE VILLAGE BOARD
IN REFERENCE TO THE PRE-ANNEXATION
AGREEMENT FOR
"THE BOULDERS" BY
SCARSDALE ENTERPRISES
GURNEE MUNICIPAL BUILDING
SEPTEMBER 8, 1986
The Special Hearing was called
to order at 7:36 p.m. by Mayor Welton.

Mayor Welton announced this Special
Hearing was in reference to conslderation of the Pre-Annexation
Agreement for "The Boulders" subdivision by Scarsdale
Enterprises, and is being held after public notice.
Mr. Jerry Meister, Attorney for the
Scarsdale Development, Ltd. was introduced from the audience.
He, in turn, introduced Mr. Frank Morelli, President of Scarsdale
Development, Ltd; Mr. John Greene, of Systems Design, who is the
architect and land planner; and Ms. Peggy Davison, of Marquis
Engineering, who is the engineer for the project.
Mr. Meister explained the project,
call "The Boulders" consists of a 30-acre site, of which
the southern part is already annexed to the Village and the northern
part is being asked to be annexed to the Village. The site is
commonly known as the Fuller Farm. The project proposes that 75
single-family houses be constructed on individual lots, with a
minimum lot size of 10,000 sq. ft.
Included with the Pre-Annexation Agreement
are signed agreements ~or donations to Warren Township High School,
Woodland Grade school and the Gurnee Park District.
Mr. Meister concluded by stating that
the request is for annexation of property to the Village; for
rezoning of said property to R-3 classification; for rezoning
the property presently in the Village to a R-3 classification
and that no special variances are being requested.
Mr. John Greene explained the land
use plan. 3.9 acres of the Fuller Farm (houses and out-buildings)
will remain undeveloped at this time, for use as the Fuller Farm.
The remainder of the property will be developed in two phases.
Lot 76 will be donated to the Village as the site for the Fuller
Road Water Pumping Station. All lots will be 80'-85' wide and
160' to 175' deep. The Channel creek will be retained and left
as natural as possible. The entire property slopes from West to
East and a water retention pond will be constructed on the east
edge of the project, with said pond to be dedicated to the Village.
Mr. Greene continued by explaining
the main entrance will be o~f of Fuller Road onto Boulders Avenue,
which will be the main east-west road, connecting at the east
end to Route 21. A second entrance, Red Pine Avenue, at the north
side of the project on Fuller Road will align with Red Pine Avenue
in Pembrook subdivision. This Red Pine Avenue will connect with
Boulders Avenue, keeping through traffic to a minimum, yet provide
two access points for all properties. Along Boulders Avenue the
Village will be given an easement for the East-West Village Water
Main. The number and length of cul-de-sacs will be kept to a minimum.
Mr. Greene explained that the houses
will range in size from 1750 sq. ft. to 2400+ sq ft. The mix will
include two through four bedrooms, each with a partial basement
and two-car garage. The price range will range from $125,000 to
$150,000 base price.
Ms. Davison then explained the engineering
of utilities The water main on Boulders Avenue will be an extension
of the line along Route 21 from the south, to Fuller Road, joining
a second main from the south, then extended north to Red Pine
Avenue, forming a loop east back to Boulders Avenue. All mains
will be built to Village standards. Also, along Boulders Avenue
will be located the aforementioned 16" east-west cross-town
main.
The sanitary sewer mains, built to
Village standards, will flow from the west to Route 21, joining
the present sanitary sewer main.
The storm sewers will all flow from
the west to the retention pond on the eastern side of the property.
She noted that all final plans, when submitted, will follow. all
Village ordinances and the regulations of IDOT, in reference to
the possibility of the need for a deceleration lane on Route 21
at the eastern terminus of Boulders Avenue.
Being no further discussion, Smith
moved, seconded by Yost, to adjourn the Special Hearing. All aye.
