MINUTES OF THE ADJOURNED MEETING
OF THE GURNEE VILLAGE BOARD
DECEMBER 13, 1976
GURNEE MUNICIPAL BUILDING
Meeting called to order at
8:05 p.m., by President Welton.
Answering present to roll: Yost, Glogovsky,
Berdahl, Leable, Bratzke, and Johnson. Absent: None.
Other Officials present: Robert Trigg
- Village Administrator. W. Howard Swanson - Village Attorney.
Sam Dada - Fire Chief.
Admin. Trigg read a letter from the
Lake County Dept. of Plannlng, Zoning and Enviromental Quality
in relation to the Community Development Block Grant Funds.
The letter encouraged projects for
the third year grant application to place more emphasis on aiding
low and moderate income areas and on attacking slums and blight.
January 14, 1977 is the deadline for submitting a letter of intent.
Administrator Trigg suggested entering the Villages flooding problem
in the Village Center as our project for the grant program. Bratzke
moved, seconded by Johnson to instruct Administrator Trigg to
check into the cost of doing a study on the flooding problem in
the downtown area, including the drainage problems on the southeast
side of the Village, coming from Lakehurst, and in the vicinity
of Greenleaf and First Street. All ayes. Motion carried.
Trustee Berdahl asked if a study could
be made on the problem of corner lots concerning assessments on
the installation of sewer and water. Trustee Bratzke also requested
a study be made on what can be done on drainage problems caused
by the construction of new homes. Supt. Klein will look into both
matters.
Johnson moved, seconded by Yost to
approve ordinance 76-39, an ordinance incorporating a plat of
survey of Marriott, making it a part of the agreement dated April
9, 1973. Roll call, Ayes: Yost, Berdahl, Leable, Bratzke, Glogovsky,
and Johnson. ~ll ayes.~ lotion carried.
Yost moved, seconded by Johnson to
approve the purchase of home water meters in the amount of $1,191.60.
Roll call, Ayes: Yost, Glogovsky, Berdahl, Leable, Bratzke, and
Johnson. All ayes. Motion carried.
Administrator Trigg read a letter
from our insurance company, Swank Insurance which stated as of
July 1, 1976 all workmens compensation premiums went up 5.4% for
those policies issued before July 1, 1976. Any policy issued after
July 1, 1976 will carry with them a 23% general increase in all
categories.
A letter was received from Baxter
& Woodman in relation to W.H. Lyman Construction Companies
claim for additional money for the installation of the Gurnee
Interceptor Sewer Project. B & W states that they are not
surprised that the contractors cost have exceeded the amount of
the contract, however this is because their bid was so low and
their own inefficiency during construction.
Administrator Trigg informed the Board
that Vic Belec who resides at the corner of First Street and Dorchester
would like to proceed with sewer and water installations to his
corner lot. Supt. Klein has reviewed this and has determined he
could do the engineering in house for approximately $1,000.00.
Yost moved, seconded by Johnson to authorize Supt. Klein to proceed
with the in house engineering. Roll call, Ayes: Yost, Glogovsky,
Berdahl, Leable, Bratzke, and Johnson. All ayes. Motion carried.
Fire Chief Sam Dada came before the
Board to again express the Villages need for full time firemen.
He requested the Board take action on the securing of 4 full time
men, as quickly as possible. Mayor Welton requested Chief Dada
bring forward specific information on wage standards, job description
for entry level, and the size of the dept., the Village Board
will review it and act on it immediately.
Berdahl moved, seconded by Yost to
approve the payroll for the two weeks ending December 9, 1976,
in the amount of $16,118.10, and to transfer to the payroll fund
per journal. Roll call, Ayes: Yost, Glogovsky, Berdahl, Leable,
Bratzke, and Johnson. All ayes. Motion carried.
Johnson moved, seconded by Leable
to adjourn at 9:10 p.m.. All ayes. Motion carried.
