MINUTES OF THE REGULAR MEETING OF THE GURNEE VILLAGE BOARD

20, 1976
Meeting was called to order at 8:05
P.M. by President Welton.
Roll call, present: Leable, Johnson,
Bratzke, Berdahl, Glogovsky, Yost. absent: none.
Other Officials present: Robert R.
Trigg, Administrator, W. Howard .Swanson. Village Attorney; Keith
Porter, Police Chief.
Yost moved, seconded by Johnson, to
appoint Helen Cuilla Clerk-protem. All ayes carried.
Johnson moved, seconded by Bratzke,
to approve the minutes of the regular meeting of December 6th
as presented. All ayes. Motion carried.
Bratzke moved, seconded by Leable,
to approve the minutes of the adjourned meeting of December 6th
held December 13th, as presented. All ayes. Motion carried.
Chief Porter introduced Christopher
Born, the new po~lice patrolman, and administered the official
oath.
Attorney Swanson read the recommendations
of the Zoning Board of Appeals to deny the zoning request on the
Long property located at Blackstone and Rt. 41. Johnson moved,
seconded by Glogovsky, to accept the Zoning Board's recommendation
and deny the petition. Roll call, ayes: Leable, Johnson, Bratzke,
Berdahl, Glogovsky, Yost. Nays: none. Motion carried.
Leable moved, seconded by Yost, to
instruct the Village Attorney to send a registered letter to Mr.
Daniel Long, informing him of the 1978 deadline of use of this
non-conforming lot. All ayes. Motion carried.
Administrator Trigg reported the Village
has received EPA approval of the sanitary sewer extension on Grandville
to Northwestern.
EPA approval has also been received
on the HeatherRidge sewer expansion including the lagoon and spray
irrigation facilities.
Trigg advised property taxes in the
amount of $50,400.00 have been received and approximately $43,000.00
is due.
Yost moved, seconded by Leable, to
instruct the Village Attorney to draw up ordinance covering Mayor's
salary of $3,600.00 per annum. Roll call, ayes: Leable, Yost,
Berdahl, Glogovsky, Johnson. Nays: Bratzke. Motion carried 5 to
1.
Yost moved, seconded by Johnson, to
renew Administrator Trigg's contract per Ord. 71-19, with 7% pay
increase to bring his annual salary up to $22,500.00. Roll call,
ayes: Leable, Berdahl, Johnson, Yost. Nays: Glogovsky and Bratzke.
Motion carried 4 to 2.
Yost moved, seconded by Leable, to
increase Trustee meeting pay to $35.00 per meeting, for three
meetings per month - not more than one per week. Additional meetings
on Saturdays would not be paid. The increases would be effective
May 1, 1977. Roll call, ayes: Leable, Bratzke, Yost, Glogovsky.
Nays: Johnson and Berdahl. Motion carried 4 to 2.
Yost moved, seconded by Johnson, to
approve payment of $10.00 per legal meeting to the members of
the Planning Commission and the Zoning Board of Appeals. Roll
call, ayes: Johnson, Yost, Leable, Berdahl, Glogovsky, Bratzke.
Nays: none. Motion carried.

Yost moved, seconded by Berdahl, to
table action on the petition of OMC for a zoning variance, until
Administrator Trigg confers with them regarding other alternatives.
All ayes. Motion carried.
Leable moved, seconded by Glogovsky,
to reject the Zoning Board of Appeals recommendation of approval
to the Esser Company for rezoning from LI to B-2. Leable requested
the Esser Company be advised as to why the rezoning was denied
and also be advised of other alternatives. Roll call, ayes: Leable,
Yost, Berdahl, Glogovsky, Johnson,Bratzke. Nays: none. Motion
carried.
Bratzke moved, seconded by Yost, to
adopt Ordinance 76-40, an ordinance amending ~h~ Gurnee Zoning
Ordinance, changing the zoning classification from R-2/~no B-2
for the property located at the southeast corner of Grand Avenue
and Waveland Street. Roll call, ayes: Bratzke, Johnson, Yost,
Berdahl, Glogovsky, Leable. Nays: none. Motion carried.
Yost moved, seconded by Berdahl, to
approve payment of $500.00 for the purchase of Parcel 13 (RT.
41 and University Ave.) for retention pond. Roll call, ayes: Leable,
Yost, Berdahl, Bratzke, Glogovsky and Johnson, Nays: none. Motion
carried.
Bratzke moved, seconded by Leable,
to adopt Ordinance 76-41, an ordinance amending the Plumbing Ordinance.
Roll call, ayes: Leable, Bratzke, Johnson, Berdahl, Glogovsky,
Yost. Nays: none. Motion carried.
Leable moved, seconded by Glogovsky,
to adopt Ordinance 76-42, an ordinance amending the sewer connection
ordinance. Roll call, ayes: Yost, Glogovsky, Johnson, Berdahl,
Leable, Bratzke. Nays: none. Motion carried.
Yost moved, seconded by Bratzke, to
adopt Ordinance 76-43, an ordinance amending the Gurnee Zoning
Ordinance (R-4). Roll call, ayes: Yost, Berdahl, Glogovsky, Leable,
Johnson, Bratzke. Nays: none. Motion carried.
Johnson moved, seconded by Yost, to
approve payment in the amount of $1,094.35 to Rolf Campbell Associates
for HeatherRidge single family plan and to bill HeatherRidge Development
Company for reimbursement of same. Roll call, ayes: Leable, Bratzke,
Johnson, Berdahl, Yost, Glogovsky. Nays: none. Motion carried.
Johnsonmoved, seconded by Glogovsky,
to award contract for/~anl~aryle Ave. sewer to the low bidder,
McCade Construction of Lake Forest, at a cost of $3,775.00. Roll
call, ayes: Leable, Yost, Berdahl, Glogovsky, Johnson. Bratzke.
Nays: none. Motion carried.
Yost moved, seconded by Berdahl, to
approve expenditure of $2,888.47 for signs and posts as requested
by the Public Works Department. Roll call, ayes: Leable, Johnson,
Bratzke, Yost, Glogovsky, Berdahl. Nays: none. M otion carried.
Leable moved, seconded by Glogovsky,
to approve payment of $20,000.00 to the Marriott Corporation for
amount due December 31, 1976; funds to be paid from Marriott Security
Deposit. Roll call, ayes: Leable, Yost. Johnson, Bratzke, Berdahl,
Glogovsky. Nays: none. Motion carried.
Johnson moved, seconded by Leable,
to authorize the Mayor and Clear-pro-tem to sign the final plats
for HeatherRidge, Phase 5 & 6 of Neighborhood 1. Roll call,
ayes: Johnson, Leable, Yost, Berdahl, Glogovsky, Bratzke. Nays:
none. Motion carried.
Glogovsky moved, seconded by Leable,
to approve bills in the amount of $328,972.49 as presented for
payment. Roll call, ayes: Leable, Yost, Bratzke. Johnson, Berdahl,
Glogovsky. Nays: none. Motion carried.
The Fire Department job description
was presented and discussed.
Request from Chief Porter for purchase
of portable monitor was turned over to the Public Safety Committee
for study and recommendation.
