Economic Development Committee Minutes
April 19, 2012



The meeting was held in Conference Room A, Gurnee Village Hall, 325 N. O’Plaine Road and called to order at 6:00 P.M.

Members Present:    Bill Finn, Tom Henderson, Brad Jenks, Karen Thorstenson, Dick Welton

Members Absent:    Trustee Steven Park, Randy Ebertowski, Rob Elbrecht, Roneida Martin

Other Officials Present:    Patrick Muetz, Village Administrator; David Ziegler, Community Development Director; Ryan Mentkowski, Associate Planner

Dick Welton was voted in as the pro-tem chairman for the Committee meeting due to the absence of Trustee Stephen Park.

1.    Approval of the March 15, 2012 Meeting Minutes
Mr. Jenks made a motion, seconded by Ms. Thorstenson, to approve the March 15, 2012 meeting minutes, as presented.

All voted ‘aye’. Motion carried.

2.    Introduction of Village Administrator Patrick Muetz to the Committee
Mr. Welton introduced the Village Administrator, Mr. Patrick Muetz to the Committee.

Mr. Muetz provided his historical background to the Committee and stated that he is looking for this Committee to provide suggestions as to where the Village can improve, as well as any other Economic Development ideas that the Village could target.

Mr. Welton asked if there are any issues that the Committee should be aware of.  The following topics were discussed by the Committee members, Mr. Muetz, Mr. Ziegler and Mr. Mentkowski:
•    Current development proposals within the Village.
•    Vacant land available for development or why it has not developed.
•    Redevelopment possibilities that may exist within the Village.
•    The health and vitality of current businesses in the Village.
•    Discussion about the budget of the Village.
•    The “curb appeal” of the Village to the residents and visitors of the area.

3.    Education Item: Village of Gurnee Comprehensive Land Use (Master) Plan
Mr. Mentkowski provided a brief introduction on the Village of Gurnee Comprehensive Master Plan, including the fact that it was presented in pieces to the Committee at the meeting, and if anyone should have any questions they should be directed to staff.

No formal action taken.

4.    New Business:  Discussion of the List of the Village of Gurnee’s Strengths, Weaknesses, Opportunities and Threats.
Ms. Thorstenson stated that “curb appeal” should be added as a weakness of the Village.

Mr. Finn stated that the removal of Village property tax, which is listed in the weakness category, should also be added to the opportunity category of the SWOT.
The Committee also stated that another opportunity is the diversification of the tax base in the Village.

No formal action taken.

5.    Old Business:  Discussion of the Results of the Economic Development Readiness Survey.
Based upon limited time available, this item was tabled until a future meeting.

No formal action taken.

6.    New Business:  Discussion regarding other municipal websites and content as it applies to Economic Development purposes.
Based upon limited time available, this item was tabled until a future meeting.

No formal action taken.

7.    Agenda Items for Next Meeting Date: May 17, 2012
Mr. Mentkowski stated that Mr. Brad Jenks would provide a brief presentation at the next meeting on behalf of the Village of Gurnee Chamber of Commerce.  He also stated that Ms. Roneida Martin would provide a revised presentation on behalf of the College of Lake County’s Workforce and Professional Development Institute (WPDI).

8.    Chairman Comments
Mr. Mentkowski stated that there was still an educational opportunity for the EDC members to attend a seminar over the weekend.  He also reminded the Committee members to complete the Open Meetings Act Training if they had not yet done so.

9.    Adjournment
Mr. Welton asked for motion to adjourn.

Mr. Henderson made a motion, seconded by Mr. Finn, to adjourn the meeting.

All voted ‘aye’. Motion carried.

The Meeting was adjourned at 7:50 P.M.
