1. Call to order at 7:30 P.M.
2. Mr. Smith moved, seconded by Mr. Cepon, to appoint
Mr. Robison as Chairman Pro-Tem of the meeting.

3. Mr. Smith moved, seconded by Mr. Cepon, to approve
the Minutes of November 15, 1995, as presented.

5. The Minutes of January 17, 1996, have been tabled
to the Plan Commission meeting of February 21, 1996, due to the
lack of a majority vote.
6. Final PUD Plat: The Preserve
The following were in attendance: Messrs. Jeff
and Joel Pickus, Pickus Constr.; Mr. William DeBrueler, DeBrueler
and Assoc.; and Mr. Mark Polinko, ILT Vignocchi.
Ms. Einspanjer stated that the property is located
on the west side of Delany Road, south of the extension of Ryan
Road. The property has recently been annexed into the Village
and carries an R-5 PUD zoning classification. Preliminary PUD
Plat approval for 300 apartment units has been given.
The petitioners are requesting Final PUD Plat approval.
The following changes have been made to the plans
that were approved at Preliminary PUD Plat:
1. The eighteen 2-bedroom + den units have been
eliminated. In their place will be fifteen 1-bedroom + den units
and three additional 2-bedroom units.
2. One surface parking space, 8 garage spaces, and
8 tandem spaces have been added to the site.
3. The exterior elevation of the buildings have
been revised to encompass:
a. no dri-vit:
b. more brick;
c. decorative white vinyl scalloped siding on the
gables to soften the look of the buildings;
d. all balconies will be constructed of cedar that
will be stained white;
e. the roof pitched raised from a 4/12 to a 6/12
pitch due to the slope of the site;
f. a unified shingle color; and
g. two different vinyl siding colors (tan &
clay/pewter & gray) so as not to appear monotonous.
Mr. Pickus stated that the exterior ring road buildings
will be the tan & clay siding colors and the interior ring
road buildings will be the gray & pewter siding color.
All of the site amenities proposed at Preliminary
PUD Plat stage will be carried through (i.e. two tennis courts,
clubhouse, indoor/outdoor pool, 8í wide crushed limestone
pedestrian path, picnic area, etc.). The clubhouse will be of
the tan and clay siding color. The pool house will be constructed
of aluminum and glass and be enclosed by a brick knee wall.
In response to Mr. Smith, Mr. DeBrueler stated that
the bedroom change is due to the market. The den is primarily
used as a media room for young professionals. Donations will
be made to the appropriate entities, as required at Preliminary
PUD Plat stage.
The one bedroom unit square footage ranges from
714-1036 square feet and the two bedroom ranges from 1054-1077
square feet.
The site landscaping and foundation landscaping
plans are consistent with those submitted at Preliminary Plat
stage. Mr. Mark Polinko stated that some trees will need to be
replaced or relocated on site, and the Villageís Landscape
Ordinance will be followed. There are three landscape plan details
available for units to add variety to the project. The entrance
will be formally landscaped with an island and both annual and
perennial plantings. Evergreens will be used to line the main
entrance road. Trees to be added will include: Norway Maple,
Ash, Locust, Linden, Flowering Crab, Austrian Pine, among others.
The development will have security during the evening
hours.
Mr. DeBrueler requested 12-foot high lights internal
to the site. It was suggested that this request would worked
out with staff.
In response to Mr. Hellstern, Mr. Reed stated that
the path to the picnic area will be able to accommodate a vehicle
in case of emergency.
Mr. Reed stated that the engineering plans for the
site are still under review.
Mr. Smith moved, seconded by Mr. Hellstern, to forward
a favorable recommendation to the Village Board on the Final PUD
Plat of The Preserve, subject to final engineering.
