1. Call to order by Chairman Aho at 7:30 P.M.

2. Mr. Wildenberg explained that Mr. Sam H. Hallak, petitioner for a car wash to be located north of the InLaws Restaurant, is requesting a one month continuance so that he may finish the plans and satisfy the needs of the State for access to the site.

Mr. Cepon moved, seconded by Mr. Rudny, to continue the Public Hearing of Sam H. Hallak for a Special Use Permit to the Plan Commission meeting of June 20, 1990. Roll Call Vote: Ayes: Robison, Rudny, Cepon, Amaden & Aho Nays: None Motion Carried 5-0

3. Mr. Rudny moved, seconded by Mr. Cepon, to approve the Minutes of April 18, 1990 as presented. Roll Call Vote: Ayes: Robison, Rudny, Cepon, Amaden & Aho Nays: None Motion Carried 5-0

4. Mr. Rudny moved, seconded by Mr. Cepon, to approve the Minutes of May 2, 1990 as presented. Roll Call Vote: Ayes: Robison, Rudny, Cepon, Amaden & Aho Nays: None Motion Carried 5-0

5. Final Plat: Providence Village - Phase lll, Unit 2.

Mr. Sean Fallahi, Mission Enterprises, was in attendance to present information on the plat. This unit consists of 59 lots on 26 acres under the R-3 PUD zoning district. It is located in the northwest corner ot the development.

Engineering finds this final plat to be in general conformance with the Subdivision Ordinance and Annexation Agreement and recommends its approval.

Mr. Cepon moved, seconded by Mr. Rudny, to forward a favorable recommendation to the Village Board with regard to the Final Plat of Providence Village - Phase 3, Unit 2. Roll Call Vote: Ayes: Robison, Rudny, Cepon, Amaden & Aho Nays: None Motion Carried 5-0

6. Public Hearing: Petition of Ben A. Smith for a Special Use Permit to allow the addition of a storage building to an exiting car wash on property located at 3419 Grand Avenue.

*Mr. Barnett arrives 7:42 P.M.

Mr. Ben A. Smith, petitioner, was in attendance to present information to the Commission. Mr. Smith explained that this addition would be used to house the updated car wash equipment, which provides the spot not rinse. It would be located to the rear of the building.

Mr. Smith intends to construct a 12' X 70' wall along the property line and attach it to the building. This would be an enclosed structure with an overhead door at each end and an access door to the main building. The small sheds currently at the west end of the property would be removed when this is ~nstructed.

This addition would be too narrow to be used as an added car wash lane.

Discussion was made as to the use of an alley in the back of the site.

Mr. Amaden moved, seconded by Mr. Barnett, to forward a favorable recommendation to the Village Board on the Special Use Permit to allow the addition of a storage building to an existing car wash at 3419 Grand Avenue. Messrs. Gerry Lewandowski, Bob Selzer and Jerry Jarvis, Gurnee Golf Park; Mr. Steve Applehans, Attorney; Mr. Dave Moss and Mr. David Cobb, were in attendance to represent these petitions.

Mr. David Cobb explained that after discussion with the Commission, Hole #3 in the pitch-n-putt area has been relocated so that it will not harm traffic.

It was also explained that 1/2 of the trees to be planted at the south property line are on the premises and the planting process has been started.

After some discussion with the Gurnee Golf Park owners, it was decided that they would drop the petition for twenty video machines and keep the original six that were approved by the Village Board.

A traffic study had been conducted last year at the original hearing process, which did not include the batting cages. At that time, this site would generate less traffic than an office type use.

The Commission expressed a desire to see evidence on batting cage noise and lighting.

Mr. Lewandowski stated a need for the message board sign to permit advertising of what is offered at this site.

A small speaker would be used for the music in the adventure golf area. This would be inaudible from 10 feet from the hole.

Mr. Ed Hunsinger, 425 Greenview, Park City, stated that there are already batting cages in the Warren High School Field House. He also stated that construction traffic has been using the subdivision and be expressed concern that customers will do the same.

Ms. Cheryl Tripp, 385 Dorsett Ct., Park City, presented an article from the News Sun advertising items that have not yet been approved. It was her opinion that they did not need batting cages and should prove themselves for a one year period before asking for additional items. She stated that she would not mind driving around the block if they had a left turn only exiting the site. This would help provide

safety for the children of the subdivision.

Mr. Mark Williams, 3854 Sutherland, Park City, stated that he visited a nine-station batting cage in Zion and felt it was both ugly and noisy. He questioned why the fence behind the tees did not go all the

way around and if they will be planting bushes behind the fence. He also stated that he would like to see a "no right turn" onto Frontage Road and would be willing to drive around the block to get home.

Ms. Karen Farella, 3808 Sutherland, Park City, questioned which house the video machines would be in. She stated that the 'no right turn" onto Frontage Road would have to be enforced.

Mr. Nick Farella, 3808 Sutherland, Park City, questioned who would be responsible for enforcing the "no right turn" and accidents in that area. He also questioned why the entrance wasn't placed onto

Washington Street.

Mr. Brian Schwebke, 318 Bedford Ct., Park City, questioned if two types of trees were supposed to be planted along the south property line, with and without leaves. He stated that a pond was created while they were making their berm. He expressed concern with noise carrying at night from the batting cages and who a contact person would be for insurance matters.

Ms. Elvira Ficker, 13767 Ogelsby, objected to the batting cages.

Chairman Aho indicated he did not see the need for a message board sign.

Mr. Rudny questioned if Metro Transportation can look at the accident history of this area and the possibility of a left turn only onto Frontage Road.
