1. Call to order by Chairman Aho at
7:30 P.M.
2. Mr. Cepon moved, seconded by Mr.
Amaden, to approve the minutes of June 6, 1990 as presented. Roll
Call Vote: Ayes: Robison, Rudny, Cepon, Amaden & Aho Nays:
None Motion Carried 5-0
3. Final Plat: Providence Village,
Phase 3, Unit 3
~Mr. Barnett arrives 7:35 P.M.
This unit consists of 31 lots located
on 11.1 acres under a R-3 PUD zoning district.
Mission Enterprises has just updated
their school contribution fees with Woodland School.
Engineering finds this Final Plat to
be in conformance with the Subdivision Ordinance and Annexation
Agreement and recommends its approval.
Mr. Cepon moved, seconded by Mr. Rudny,
to forward a favorable recommendation to the Village Board on
the Final Plat of Providence Village, Phase 3, Unit 3. Roll Call
Vote: Ayes: Robison, Rudny, Cepon, Barnett, Amaden & Aho Nays:
None Motion Carried 6-0
4. Final Plat: South Ridge Unit 6
Mr. Brian Harris, Westfield Development,
was in attendance to present information on the plat.
This unit consists of 18 residential
lots and 1 outlot. It is located north of Gages Lake Road, east
of Hunt Club Road on 10 acres under a R-2 PUD.
There will be a leave-out for street
access to the Petersen property to the south.
Engineering finds this Final Plat to
be in general conformance with the Subdivision Ordinance and Annexation
Agreement and recommends its approval.
Mr. Robison moved, seconded by Mr.
Cepon, to forward a favorable recommendation to the Village Board
with regard to the Final Plat of South Ridge Unit 6. Roll Call
Vote: Ayes: Robison, Rudny, Cepon, Barnett, Amaden & Aho Nays:
None Motion Carried 6-0
5. Continued Public Hearing: Petition
of Sam H. Hallak for a Special Use Permit to allow the establishment
and operation of an automobile car wash on property immediately
north of the In-Laws Restaurant.
Mr. Wildenberg reported that Spot-Not
Car Wash has not been able to reach an agreement with the InLaws
Restaurant. Therefore, they have submitted a letter withdrawing
their petition(attached).
Mr. Amaden moved, seconded by Mr. Cepon,
to acknowledge receipt of the letter of Sam H. Hallak withdrawing
his petition for a car wash north of the In-Laws Restaurant. Roll
Call Vote: Ayes: Robison, Rudny, Cepon, Barnett, Amaden &
Aho Nays: None Motion Carried 6-0
6. Public Hearing: Petition of Saratoga
Partners, Ltd., for a Special Use Permit to allow signage at the
Saratoga Square Shopping Center to be permitted up to a maximum
aggregate total of 2800 square feet.
Mr. Joe Passalino and Mr. Jim Passalino,
co-owners of Saratoga Square, were in attendance to present the
petition.
Mr. Wildenberg explained that the sign
ordinance limits the total square footage in a C/B-2 zoned parcel
to 1000 square feet.
Mr. Jim Passalino explained that the
site has already reached the allowable 1000 square feet and requires
additional signage to finish the site. He also explained that
the two monument signs take up approximately 80% of the 1000 square
feet of signage already permitted.
Mr. Passalino presented a form with
the sign specifications for the center (attached). He stated that
tenants must submit the proposed design to himself or Joe for
final approval before it is submitted to the Village for the sign
permit.
Mr. Wildenberg explained that with
the Special Use process, the square footage allowed may be up
to four times the lineal feet of street frontage. The Saratoga
request is 3.7 times the street frontage.
Mr. Barnett moved, seconded by Mr.
Rudny, to forward a favorable recommendation to the Village Board
on the Special Use Permit of Saratoga Partners, Ltd., to allow
signage to be permitted up to a maximum aggregate total of 2800
square feet and to be consistent with the sign specifications
in Exhibit E, attached hereto. Roll Call Vote: Ayes: Robison,
Rudny, Cepon, Barnett, Amaden & Aho Nays: None Mntion Carried
