PLAN COMMISSION MEETING

AUGUST 15, 1990

Members Present: Carl Cepon, Ken Hellstern, David Barnett, Bob Amaden and Chairman Aho

Members Absent: Dan Robison and Don Rudny

1. Call to order at 7:30 P.M. by Chairman Aho.

2. Final Plat: Crescent Meadows - Phase lll

Mr. Dan Riedel, petitioner, was in attendance to present this plat to the Commission. This phase is located at the east end of Grandville Avenue, east of Boulevard View. It consists of twelve lots on 4.18 acres underthe R-4 zoning district.

The original plat shows 87 lots in this subdivision, but this has been reduced to 86. Proposed, is 1014,000 square foot lots.

The cul-de-sac is approximately 320 feet in length and a right-of-way width of 50 feet is requested. The developer is also requesting relief from sidewalk.

Engineering finds this Final Plat to be in general conformance with the Subdivision Ordinance and recommended for approval subject to consideration of the relief requested. A determination must be made on Lots 75, 80 & 84 for appropriate building pad for the zoning district.

The developer will have to design homes that will fit on Lots 75, 80 & 84, which will be reviewed at the time of building permit. No variance will be given on these lots.

Mr. Barnett moved, seconded by Mr. Cepon, to forward a favorable recommendation to the Village Board on the Final Plat of Crescent Meadows Phase lll, subject to a 50 foot right-of-way with for the cul-de-sac and relief from sidewalk. Roll Call Vote: Ayes: Cepon, Barnett & Aho Nays: Hellstern and Amaden Motion Carried: 3-2

3. First Resubdivision of Lot 1 in Block M of Gurnee Mills.

Mr. David Reifman, Rudnick & Wolfe, and Mr. Ulvis Grinvalds, Western Development, were in attendance to present this resubdivision.

Mr. Reifman explained that there are going to be actual land sales to anchor tenants for the main mall. This resubdivision is for Pharmor.

Engineering finds this Final Plat to be in general conformance with the Subdivision Ordinance and Annexation Agreement and recommends its approval.

Mr. Cepon moved, seconded by Mr. Hellstern, to forward a favorable recommendation to the Village Board on the First Resubdivision of Lot 1 in Block M of Gurnee Mills. Roll Call Vote: Ayes: Cepon, Hellstern, Barnett, Amaden & Aho Nays: None Motion Carried: 5-0

4. Public Hearing: Petition of John Lewis for a map amendment to reclassify property at the southwest corner of Rt. 41 and Ferndale Street from a C/S-2, Automobile Supported Business District, to a C/B2, Community Business District.

Mr. Alfred Schaeffer, architect and Mr. John Lewis, petitioner, were in attendance. Mr. Schaeffer explained that this zoning change would be a lateral move to allow for a single story, L-shaped retail center, of approximately 11,000 square feet. Mr. Lewis would own and operate a large convenient store and the rest of the space would be rented.

Ingress and egress would be off of curb cuts on Rt. 41 and Ferndale. The entrance/exit on Rt. 41 would a right in/right out only.

Property immediately south of the site is zoned as commercial and is also owed by Mr. Lewis.

Mr. Bill Smith, 1018 Blackburn, stated his concern with traffic in the area and the possibility of traffic cutting through his subdivision. He also questioned if IDOT is reducing the number of cuts onto Rt 41 .

Mr. Wildenberg explained that the cut on Ferndale is planned to remain.

Mr. Barnett moved, seconded by Mr. Amaden, to forward a favorable recommendation to the Village Board on the petition of John Lewis for a map amendment to reclassify property at the southwest corner of Rt. 41 and Ferndale from a C/S-2 zoning classification to a C/B-2 classification. Roll Call Vote: Ayes: Cepon, Hellstern, Barnett, Amaden & Aho Nays: None Motion Carried: 5-0

5. Comprehensive Plan Update

Ms. Margaret Wilson, Rolf C. Campbell & Associates, presented the updated copy of the Comprehensive Plan to the Commission. She explained the changes to it, which were requested by the Commission and Villaqe Board at previous meetings.

Discussion was made as to the NlPC's projected population and housing count for the area.

Mr. Amaden moved, seconded by Mr. Cepon, to forward a favorable recommendation to the Village Board on the Comprehensive Plan update as submitted by Rolf C. Campbell & Associates. Roll Call Vote: Ayes: Cepon, Hellstern, Barnett, Amaden & Aho Nays: None Motion Carried: 5-0

Mr. Cepon moved, seconded by Mr. Hellstern, to adjourn the meeting at 8:35 P.M.
