Ethylene Oxide Update #62: September 10, 2024

This update includes:

Quarter 2 stack monitoring and fugitive emissions results received by IEPA; Vantage within permitted emission cap

The Illinois Environmental Protection Agency (IEPA) has updated its website to include the 2024 Q2 data related to Vantage’s permit. The results indicate Vantage has released 23.06 pounds (20.96% of permitted annual total) of EtO cumulatively year-to-date, of which 21.83 pounds (36.38% of permitted annual total) were fugitive emissions. Public Act 101-0023 and Vantage’s Construction Permit limit the facility to 110 pounds of emissions annually of which no more than 60 pounds can be fugitive emissions.

The Q2 submission noted twelve leaking components during the three month period.  The components were repaired with the majority of repairs confirmed by follow-up monitoring within 24 hours.  One leak was discovered as a result of an unannounced USEPA site inspection on May 21, 2024.  The submission also noted eight threaded components were added to the inventory.  In Q3 Vantage will seal-weld these components which will result in them no longer being a potential leak source.

The second quarter report is now available on the IEPA website here: https://epa.illinois.gov/content/dam/soi/en/web/epa/topics/community-relations/sites/ethylene-oxide/documents/construction_permit_19100015_q2_24.pdf
