Municipal Code and Ordinance Violations: Administrative Hearings Process
Administrative Hearings for ordinance violations (including parking citations) are held on the first and second Tuesday of each month from 1:00 p.m. to 4:00 p.m. They are held in the Gurnee Police Department’s Community Room, 100 N. O’Plaine Road, Gurnee, IL 60031. For hearing information specific to photo enforcement citations please click here.
Per Illinois statute, all administrative hearing proceedings are audio recorded.
To Request an In-person Hearing:
You may schedule a hearing by mailing the Administrative Hearing Request Form to the Gurnee Police Department, 100 N. O’Plaine Rd., Gurnee, IL 60031 or call the Police Records Department at 847-599-7070 during normal business hours and request a hearing (excluding photo enforcement citations).
Hearing requests must be received within 21 days from the date of the violation notice. The Gurnee Police Department will notify you of the date, time, and location to appear. A person may be granted only one (1) additional hearing date consecutive to the original hearing date upon presenting a valid request for such continuance to the municipality.
The Hearing Officer will advise a person of the outcome of the hearing. The Hearing Officer’s decision will be the following:
a. “Found Liable”
b. “Found Not Liable”
c. “Failure to Appear (FTA) – Found Liable”
To Request a Non-appear Hearing:
You may contest through non-appearance (meaning you do not have to come to the hearing) by:
Filling out an Administrative Hearing Request Form in its entirety and sending to the Gurnee Police Department, 100 N. O’Plaine Rd., Gurnee, IL 60031. Non-appear hearings cannot be scheduled over the phone. They must be requested in writing.
The request must be received within 21 days from the date of the violation notice.
The request does need to be notarized.
The Hearing Officer will notify the non-appearance violator of the outcome of the hearing. Again, the Hearing Officer will determine:
a. “Found Liable”
b. “Found Not Liable”
c. “Failure to Appear (FTA) – Found Liable”
If your case has been heard and do not agree with the Hearing Officer's decision, if you failed to appear, or if you did not schedule a hearing by the deadline, please fill out and return a Petition to Set Aside form. We will review the Petition and respond via U.S Mail.
